Meams, City Manager From: Michael Beedie, Engineering & Utility Services Director Date: January 24, 2012 Subject: Submittal of Planning Documents for SSFM SRF Loan 1. BACKGROUND: 1. 1. In September 2011, Hatch Mott MacDonald ( HMM) completed the preliminary evaluation and engineering report that included recommendations to renovate Pump Station No. 1 and replace the existing 30" sanitary sewer force main. 1. 1 On October 25, 2011, City Council awarded a Task Order to Hatch Mott MacDonald to complete the final design for renovations to Pump Station No. 1 and a new sanitary sewer force main from Pump Station No. I to Okaloosa County' s Arbennie Pritchett W RF. 1. 3. The funding source for the proposed improvements to Pump Station No. 1 and a new sanitary sewer force main has been identified as the FDEP' s Clean Water State Revolving Fund ( SRF), which is a low interest loan with a 20 -year payback period. 2. DISCUSSION: 2. 1. To begin the SRF process, planning documentation must be submitted to FDEP for review and approval. The preliminary evaluation and engineering report completed in September 2011 serves as the required planning documentation. 2. 2. Since the completion of the preliminary report, some revisions have been made based on the possibility of a partnership with Okaloosa County to share the northern portion of the proposed sanitary sewer force main. Pursuing the development of an interlocal agreement with Okaloosa County was approved by City Council on January 10, 2012. 2. 3. After submitting the planning documentation to FDEP, HUM and Staff will continue developing the required resolution and Capital Financing Plan to submit with the Request for Inclusion in the SRF program. These items will be brought before City Council at a later date, once all of the financial information is finalized. 3. FINANCIAL INFORMATION: 3. 1. Submitting the planning documentation to FDEP has no financial impact for the City. This is a task already included in the final design phase for this project. 4. RECOMMENDATION: 4. 1. Staff requests City Council authorization for Hatch Mott MacDonald, LLC, on behalf of the City, to move forward with submitting the required planning documentation to Packet.Pg. 158 14.5 City Council of Fort Walton Beach 0 To: ENGINEERING & UTILITY SERVICES MEMORANDUM Robert T.
