CONCLUSION
PERF' s cost estimates for a Destin Police Department range from a minimum of
1, 293, 509 to an optimal staffing model which would cost $ 1, 893,920 per year. Start
up costs range from $ 1, 944, 948 for the optimal plan to $ 1, 357, 224 for variation on of
the minimal staffing plan. Some cost savings are possible. For example, the city could
use its code enforcement boat for police patrol. Attempting, however to create a " bare -
bones" police agency is likely to result in " bare- bones" police services.
Some portion of the costs of a Destin Police Department may be offset by the city
keeping a larger portion of traffic fines generated by having its own officers. The city
already gets some portion of these fines from the citations issued by OCSO deputies.
Although it may be tempting to plan on such sources of revenue as a way to help fund
the police department, such revenue sources can vary widely. Care must be taken to
ensure that officers do not work to a citation quota. Weather factors may alter citation
issuance as may changes in road construction. The level of officer activity responding
to calls by citizens also has an impact on traffic citations.
If the city wants improved police services without the expense of creating its own
department, the city may wish to negotiate with the sheriff to create a contract that
includes performance benchmarks or better reporting regarding the actual services
provided. Destin does receive services from the Sheriff that are not included in the
contract that are part of support provided to deputies. No separate costs are passed on
for dispatch services, nor for specialized unit response. If Destin deputies are absent
and staffing gets too low, the Sheriffs Office fills those positions with other deputies.
The deputy assigned to patrol Destin' s unincorporated area spends significant amounts
of time backing up Destin deputies and patrolling Destin streets. Other supervisory and
management services are provided without additional costs. Also, there is general
satisfaction with the service Destin receives from the OCSO.

Some of the lack of information the city has about police operations in Destin may come
from lack of communication. One solution may be for the city to add to the next
contract funding to create a position to be designated as Destin " Chief of Police." Such
a position would be staffed full time, probably at the Captain' s level, and would help
ensure that the policing needs of Destln are met. The contract could include a
provision that the person, although still subject to the chain of command in the sheriff' s
department, would be replaced if the Destin City Manager so requested.
