As a commercial service, public use facility licensed by the Federal Aviation Administration, Northwest Florida
LNaOv
Regional Airport IVPS) must meet federal regulatory guidelines including several security related regulations
mandated by the Transportation Security Administration. These regulations require the airport to have sworn rN
law enforcement personnel within a predetermined response time of the screening checkpoint per a site- specific
security program. The law enforcement services are currently contracted terns Okaloosa County Sheriffs Office
with the existing agreement terms ending September 30, 2011 at the conclusion of our fiscal year.
You may be aware that the OCSO has proposed an unrealistic thirty percent increase In providing these services
for FY11 -12 budget year and I am concerned that the airport is not receiving any added benefit. Many of the
increases relate to providing each of the eleven assigned deputies an individual take home vehicle, the cost of
vehicle replacement on an eight year depreciation schedule, and several layers of administrative overhead that I
believe are unnecessary. The increases also reflect a " take it or leave it" philosophy by the newly elected Sheriff.
Since our law enforcement needs are specific and defined by the airport mission rather than a particular law
enforcement agency, I am inquiring about the potential Interest and feasibility of the Fort Walton Beach Police
Department providing contractual law enforcement services for the airport in the future.
Enclosed is a detailed assessment of the airport law enforcement duties, schedules, and random examples of the
daily call volume for the month of May. I would greatly appreciate your perspective and thoughts of how the
airport can excel in accomplishing our mission of providing reliable public safety services at the most efficient
cost.
I believe in empowering our law enforcement professionals and in providing all necessary support elements to
ensure public safety— security and safety of our customers and employees is the number one priority— however
decisions by the OCSO to politicized a needed service element and include unrelated costs is unacceptable. Our
financial model does not allow for such grass inefficiencies as all airport expenses are paid entirely from airport
generated revenue.
Thank you in advance for any professional perspective that you can share and estimated casts of providing law
enforcement services. Please feel free to call me or Jon Morris at ( 850) 651 -7160 if you have any questions or
require additional information.
