Thank you for your cooperation and compliance. Sincerely, Code Board Administrator Burt Rhodes To: Robert T. Meams, City Manager From: Carole Jones, Executive Assistant Date: June 14, 2011 Subject: Sheriffs Office Response Background ound 1. 1 At the City Council Budget Policy meeting on May 17, staff was directed to ask the sheriff to provide the City with information to determine the yearly cost of utilizing the Okaloosa County Sheriffs Office ( OCSO) as the provider of public safety services to the City of Fort Walton Beach. The City Council also directed that staff also requested information on the cost of partial service, to include communications and records. The letter was sent to the sheriff the next day requesting said information. Discussion 2. 1 The sheriff responded with a letter requesting ten different types of information that will be required to begin the derivation of cost. That information is being developed for dissemination to the sheriff but will take time. The time required for the derivation of that information has been estimated by the police department at approximately 97 hours and 6 hours for the finance director. This equates to an unbudgeted expense of around $ 3, 500. Accordingly, the fact that staff has existing duties and is in the middle of the budget season reduces the amount of time that may be allocated to this project. 2. 2 Also in the sheriffs letter he suggests that the City " consider commissioning an independent consolidation study similar to the one conducted the Police Executive Research Forum ( PERF) on behalf of the city of Destin in 2002. An independent study from an organization such as PERF..... would remove a sizable task from our staff as well as alleviate any concerns regarding motivation or bias." I researched this study and it is attached to this memorandum. I contacted former Destin city manager Jill Silverboard who was in office at the time of the study and she responded that " the Destin PERF study and the resulting conclusions were used to validate the City' s decision to stay with the Okaloosa County Sheriffs Office." I am therefore not sure that such a study would be of significance to the City as it would cost upwards of $25, 000 or could alleviate the possibility of bias. 3. Issue 3. 1 The City has been contacted by the Northwest Florida Regional Airport and the City of Destin, and has been advised that Mary Esther is also interested, to submit cost estimates for the provision of police services to their communities and facility. As the time and manpower involved in doing each consumes a substantial degree of limited resources; doing both simultaneously would result in Packet Pg. 140 14. 3 City Council of Fort Walton Beach a To: CITY MANAGER MEMORANDUM Robert T. Meams, City Manager From: Carole Jones, Executive Assistant Date: June 14, 2011 Subject: Sheriff' s Office Response other on going projects, such as instituting the timekeeping system, being delayed. These requests certainly create a conflict of interest as it would not be in good faith to discuss providing public safety services to other jurisdictions while the City itself is actively seeking public safety services from OCSO. 4. Direction Requested 4. 1 When Council directed that the sheriff be contacted to provide the information there was not timetable established for completion of the task. Does Council have a timeframe in which this project must be completed? 4. 2 Should staff respond to the requests for costs associated with providing police services to other jurisdictions while developing information for the possible OCSO takeover of City police services?
