Meams, City Manager From: Michael Beedic, Engineering & Utility Services Director Date: June 14, 2011 Subject: Resolution 2011 - 15 1. BACKGROUND: 1. 1. The City of Fort Walton Beach participates in the Community Rating System ( CRS) for the National Flood Insurance Program. In order to encourage local communities to prepare for natural disasters, and as a prerequisite to receiving certain types of recovery funds in the wake of a declared disaster, the Robert T. Stafford Disaster Relief Act (42 USC 5121 -5207) as modified by the Disaster Mitigation Act of 2000 ( 44 CFR 201) requires that all local governments develop a Local Mitigation Strategy ( LMS) that proactively identifies the types of natural disasters to which each community is vulnerable, and which includes a plan to reduce each community' s vulnerability, including clearly defined hazard mitigation activities and projects. 1. 2. As required by the Act and implementing regulations, local mitigation strategies must be developed on a county- wide level, with information pertinent to individual municipalities within the county contained in the overall document. The LMS Plan must be updated every five years. 2. DISCUSSION: 2. 1. The 2011 LMS is a substantial overhaul of the 2006 edition, and is therefore recommended as a complete replacement of the 2006 LMS Plan. The 2011 LMS contains wholly new data and analysis, a new ranking system for mitigation projects, and is presented in a community- specific format intended to allow easier review and future update. 2. 2. Particular attention has been given to the relationship between the LMS and the communities' floodplain management programs; it has been developed consistent with the Insurance Services Office, Inc.' s CRS point categories which will enable participating communities to gamer additional points for their CRS rankings, possibly resulting in higher discounts for purchasing flood insurance for properties located within special flood areas. 2. 1 The 2011 LMS was developed by the county -wide Comprehensive Plan Committee which also serves as the LMS Committee. The LMS Committee meets regularly and is open to the public. The City of Fort Walton Beach was fully represented in the development of this Plan. 2. 4. Due to the substantial size of the Plan, it is provided as a web link herein. It is available Doc m'. 1297 A Page I Packet Pg. 83.' FINANCIAL INFORMATION: 3. 1. The 2011 LMS does not commit the City to provide any funding for activities that are not already carried out as an ongoing part of disaster preparedness. 4. RECOMMENDATION: 4. 1. Staff recommends the City Council adoption of Resolution 2011 - 15 to repeal the 2006 Local Mitigation Strategy Plan and adopt the 2011 Okaloosa County Local Mitigation Strategy Plan.
