approximately 4, 600 linear feet.
2. 1. 2. Eglin Parkway from Perry Avenue SE to U.S. Highway 98, which is
approximately 4, 760 linear feet and also includes Florida Place SE and U.S.
Highway 98 from Florida Place SE to Perry Avenue SE.
2. 1. 3. Conversion of a double circuit overhead crossing at Third Street SE and Eglin

the City to continue the project recently completed by the Town of Cinco Bayou
that relocated utilities along Eglin Parkway between Yacht Club Drive and
Hughes Street.
2. 2. 2. Conversion of the intersection at Third Street SE and Eglin Parkway SE, which
would allow for future planning of further utility relocation projects by
installing the required duct banks across Eglin Parkway SE in anticipation of the
upcoming FDOT resurfacing project of Eglin Parkway that is set to begin in
2012.
2. 2. 3. Eglin Parkway from Perry Avenue SE to U. S. Highway 98, which will complete

ENGINEERING & UTILITY SERVICES
MEMORANDUM
Robert T. Meams, City Manager
From:
Michael Becdie, Engineering & Utility Services Director
Date: June 14, 2011
Resolution 2011 - 14
1. BACKGROUND:
I. I. On April 27, 1999, City Council adopted Resolution 99 -4 establishing a
Comprehensive Fee Schedule that incorporates into one document all fees for City
services and programs. Resolution 99 -4 provides for an amendment of the fee schedule
by resolution.
2. DISCUSSION:
2. 1 The City is currently undergoing a comprehensive replacement of all residential and
commercial water meters with new drive -by read meters. The new water meters are
capable of storing real -time water consumption data that can be downloaded and
analyzed by City staff to evaluate abnormalities in a customer' s water bill. The new
meters are also more expensive to replace, which results in the proposed fees.
2. 2. To download the water consumption data, the meter reader is required to drive to the
water meter account address and use a laptop to gather the information. A new fee is
proposed to account for the staff time involved in downloading the data. Staff proposes
to offer one free meter profile evaluation every two years with a fee for any additional
profiles. The fee for the Meter Profile Evaluation is proposed at $ 30.00 and will be
listed under Miscellaneous Charges under Engineering & Utility Services.
Meter Profile Evaluation Free ( I Evaluation per 2 Years)
30.00 each add' 1 evaluation
2. 3.
Each water meter is isolated from the water main by a corporation stop that is installed
at the connection to the main and a curb stop or gate valve just before the water meter.
If the curb stops or gate valves are damaged, the only way to isolate the service line is
to shut the water off completely in the water main, which could result in a
precautionary boil water notice. To replace curb stops or gate valves are very costly in
both material and labor. Staff proposes a new fee to replace curb stops or gate valves I"
and larger in diameter that are damaged by the customer. This fee will be placed
between the Move / Replace Meter Fees and Sanitary Sewer Connection Fees in
Engineering & Utility Services.

2. 4. Currently, the Comprehensive Fee Schedule includes Water Service Connection Fees
that include the water meter and meter box. There have been numerous occurrences
where a customer requests the installation of a new meter where a service line already
exists. In these instances, the fee would only include the cost of the meter and labor to
install the meter. This fee will be placed between the Water Service Connection Fees
and the Move / Replace Meter Fees in Engineering & Utility Services.
