Subject: FY 2011 - 12 FDOT Lighting Agreement
1.
1. 1. The fiscal year for FDOT begins on July 1, 2011 and continues through June 30, 2012.
Prior to the beginning of each fiscal year, the Florida Department of Transportation
FDOT) issues a work order authorizing the performance of maintenance on highway
lighting for that fiscal year. The work order is in compliance with the executed
Highway Lighting, Maintenance, and Compensation Agreement that was executed
between the City of Fort Walton Beach and FDOT.
2. DISCUSSION:
2. 1. For FY 2011 - 12, FDOT has created a new Highway Lighting, Maintenance, and
Compensation Agreement that utilizes a new method of compensation based on the
number of qualifying lights multiplied by the Unit Rate assigned to that fiscal year. The
contract requires the Maintaining Agency to continuously have 90% of all lights
operational at all times.
2. 2. Beginning in FY 2012 -13, the Unit Rate for each fiscal year will increase by 3 %.
3. FINANCIAL INFORMATION:
3. 1. In FY 2010 -11, the City entered into a work order to be reimbursed $ 62, 272 for the
maintenance of highway lights located within the FDOT highway system as stated in
the Highway Lighting, Maintenance, and Compensation Agreement.
3. 2. For FY 2011 - 12, the estimated reimbursement amount for the highway lighting
maintenance is $ 76, 093 and is based on the number of lights maintained by the City.
This reimbursement is counted as a revenue in the Streets Division in Account Number
001 - 1240 -344 -9008.
4. RECOMMENDATION:
4. 1. Staff respectfully requests City Council authorization for the City Manager to execute
the FY 2011 - 12 FDOT Highway Lighting, Maintenance, and Compensation Agreement
