FROM: Elliot Kampert
SUBJECT: NSP Modification 8
DEPARTMENT: Growth Management
BCC DISTRICT: All
STATEMENT OF ISSUE: The Growth Management Department requests that the Board approve the
attached Modification 8 to the Neighborhood Stabilization Program (NSP) Agreement, Contract Number
10DB-4X-01-56-01-F18, between the State of Florida Department of Economic Opportunity (DEO) and
Okaloosa County BCC which will extend the contract end date to Sept 30, 2013. This modification will

20, 2013.
BACKGROUND: Okaloosa County was allocated $2,255,252 for the regular State NSP and an
additional $1,003,183 for the NSP supplemental allocation for rental housing. Okaloosa County, through
its contracted developer, the Okaloosa Community Development Corporation, has successfully spent
these funds and so on November 20, 2012 DEO made an additional award to Okaloosa County in the
amount of $715,111.77 of which $301,917.73 are unspent NSP funds from a community that did not
spend its allocation, and $413,194.04 of program income, also from another community that returned
these funds to the state. The original Agreement was executed between Okaloosa County BCC and
Florida DEO on November 24, 2009.
No county matching funds are required.
RECOMMENDATION: The Growth Management Department requests that the Board approve
