For the payment of debt service on bonds issued to finance
the construction, reconstruction or renovation of a
convention center and to pay the planning and design costs
incurred prior to the issuance of such bonds.
The Board determines that the extension of the fourth
percentage point is necessary to provide funds to operate,
maintain, repair or renew the Convention Center. Therefore,
following the expiration of bonds issued to fund the
construction of the convention center, the proceeds of the
fourth percentage point shall be used for any future
expansion, renovation or reconstruction of the convention
center.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 22, 2013
TO: Honorable Chairman and Members of the Board
FROM: Paul Lawson
SUBJECT: Inmate Medical Services
DEPARTMENT: Corrections
BCC DISTRICT: All
STATEMENT OF ISSUE: The present contract with Corizon Health, Inc. expires September
30, 2013, but has three annual renewals. Although Corizon provides excellent service at
competitive pricing, the competitive process of issuing a request for proposals could prove
beneficial to the county.
If the Board opts to authorize the issuance of a request for proposal, we recommend that a
selection committee be established to include Chief Correctional Officer Paul Lawson, Public
Safety Division Chief Al Herndon, Risk Manager Gary Real, Purchasing Manager Jack Allen
and a County Commissioner at the discretion of the Board.
BACKGROUND: The contractor provides medical services for inmates incarcerated in the
Okaloosa County Department of Corrections. The responsibility to provide adequate medical care
to inmates rests with Okaloosa County. Contracting these services does not release the County from
that obligation or associated liabilities. However, we believe that contracting a competent health
care provider to provide comprehensive managed health care to our operation will significantly
reduce the County’s exposure to liability, and ensure that the level of health care provided to
inmates is consistent with regulatory requirements. The cost for inmate health care has ranged from
$1,623,903.00 in FY06 to $2,769,350.00 in FY09.
OPTIONS: Issue a request for proposals and approve the suggested selection committee, or
renew the contract with the current provider.
RECOMMENDATIONS: At the Board’s discretion.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 22, 2013
TO: Honorable Chairman and Members of the Board
FROM: Greg Donovan
SUBJECT: Lease Agreement RONDAN Investments, LLC
DEPARTMENT: Airport
BCC DISTRICT: ALL
STATEMENT OF ISSUE: The Board is requested to approve a lease at the Bob Sikes Airport
(CEW) with RONDAN Investments, LLC.
BACKGROUND: RONDAN Investments, LLC requests to lease 137,500 square feet at $.30
cents per square foot for a total of $41,250.00 dollars per year for the purpose of building a
hangar on speculation to attract an aerospace company to the region. The lease rate was
determined by independent appraisal and the lease contains provisions for annual increases based
upon the Consumer Price Index (CPI). The proposed lease is for thirty (30) calendar years with
an option to extend for an additional ten (10) calendar years. Rent will be abated for a period of
three (3) calendar years in recognition of Lessee's investment into all vertical construction.
Vertical construction of the hangar must be started within one (1) calendar year and hangar
construction must be completed within two (2) calendar years. The contract and lease internal
coordination sheet is attached.
OPTIONS: Approve, Reject or Table
RECOMMENDATIONS: Staff recommends the Board approve this Lease.
