DEPARTMENT OF REVENUE Executive Director Lisa Vickers Attachment: DOR Aerial Photography Letter (1289 : 2013 Department of Revenue Okaloosa County Photography Project) May 22, 2012 Honorable Timothy "Pete" Smith Okaloosa Co. Property Appraiser 73 Eglin Parkway NE, Suite 202 Fort Walton Beach, FL 32548 Dear Mr. Smith: Pursuant to Section 195.022, Florida Statutes, the Department is required to provide aerial photographs to Property Appraisers at least once every three years. For the 2012-13 fiscal year, Property Appraisers in counties with a population greater than 50,000 are required to pay the Department of Revenue an amount equal to the cost of providing aerial photographs. The payment required is equivalent to the direct cost to the Department of obtaining aerial photographs. The Department of Revenue continues to coordinate the aerial photography needs and schedules of other local, state, and federal agencies to ensure that all counties receive high-quality aerial photographs at the lowest possible cost. Your county is scheduled to be flown in the 2012-13 fiscal year. The cost of aerial photography for your county will be $134,877. If your office is considering obtaining aerial photography at the local level, you may not be required to pay the fee established by the Department to provide your aerial photography. We have prepared a checklist of information called the "County Option Aerial Photography Program" needed to ensure all photographs are substantially uniform with the Department's specifications. You can find this information at: http://dor.myflorida.comJdor/property!cofficials/. The checklist must be completed and submitted to Charles Russell, russellc@dor.state.fl.us, by July 1,20.12 for review. Failure to submit this information by July 1st will result in funds being placed in line item code 4952, Aerial Photos, of your 2012-13 budget. For questions regarding your budget or notification ofpayment, please contact me at (850) 617-8845 or email galavisc@dor.state.fl.us. For questions about aerial photographs or scheduling, please contact Charles Russell at (850) 617-8867 or email russellc@dor.state.flus. ~IY' ~ Cathy ~ Budget Supervisor Property Tax Oversight Program Child Support Enforcement. BACKGROUND: On September 18, 2012 the Board passed County Ordinance No. 12-21 which updated and clarified the broad "acceptable" uses of each of the five (5) percentage points or "pennies" of bed tax collected in Okaloosa County. Additionally, the Ordinance directed how certain line item expenditures within the overall TDD budget (which had been previously considered and reviewed) were to be reallocated or reassigned into new percentage points or "pennies." TDD staff worked with the Okaloosa County Clerk of Circuit Court's office to accomplish this reconciliation and the results are summarized and presented in executive summary fashion in the attached presentation. RECOMMENDATIONS: Discuss status of current TDD budget after passage of Ordinance No. 12-21 and provide additional direction as determined necessary. RECOMMENDED BY: APPROVED BY: James D.
