BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 22, 2013
TO: Honorable Chairman and Members of the Board
FROM: Kay Godwin
SUBJECT: Internal Auditing Services
DEPARTMENT: Human Resources
BCC DISTRICT: All
STATEMENT OF ISSUE: Commissioner Kelly Windes proposed enhancing internal auditing
functions for the BCC by hiring a qualified CPA firm (or employee) to provide these services.
A work group consisting of County Administrator, Jim Curry; County Attorney, John Dowd;
Clerk of Circuit Court, Don Howard; County Commissioner, Kelly Windes; Angela Balent;
Human Resources Director, Kay Godwin; and Human Resources Manager, GinNeal McVay, met
to review options for providing internal auditing services for the BCC. There are statutory lines
of authority designating the Clerk of Circuit Court as auditor of all county funds. Mr. Dowd
provided a case where Alachua County created an internal auditing department to conduct post-
audit functions, and the court found that to be improper, although hiring an independent auditing
firm for this purpose would have been permissible. The work group discussed utilizing an
outside firm as opposed to hiring a county employee. Other options discussed were funding
another internal auditor within the Clerk of Circuit Court's Office or hiring an internal auditor for
the BCC who would review only policies and procedures.
A Request For Proposals has been drafted, and is provided for the Board's consideration. It is
anticipated that a three-year contract would be executed, with the option of a three-year
extension, although the Board would annually review the proposed work plan and anticipated
costs to determine whether continued funding would be provided for auditing services. Should
the Board wish to proceed with this option, a committee should be appointed to review proposals
and make a recommendation to the Board.
The scope of work for an outside firm would be to first conduct an overall county fraud risk
assessment followed by the development of a control risk assessment and an audit work plan.
The services would also include recommending fraud prevention measures as well as acting as
the Board's Auditor General Office (AGO) compliance officer following deficiencies recently
noted in the
