STATEMENT OF ISSUE: Approval of the Amended 09/10 SHIP Annual Report, Interim
10/11 and 11/12 Reports, and 11/12 Regulatory Certification
BACKGROUND: On September 18, 2012, the Okaloosa Community Development
Corporation (CDC) presented to the Board of County Commissioners the SHIP annual report for
FY 09/10 which indicated that $183,200 of then-unexpended funds would be used for
construction of the Marty Lackey/Fresh Start building. These funds have now been expended,
and so the 09/10 Annual Report has been amended to reflect this change and the 09/10 file can
be closed out.
The attached 09/10 Annual Report and certification and the interim 10/11 and 11/12 reports must
be approved by the Board and signed by the Chairman and County Administrator, while the
associated regulatory certification for FY 11/12 must be signed by the Chairman. These reports
are completed in the format required by the Florida Housing Finance Corporation. Once signed,
they must be forwarded in electronic format by the CDC as the County’s SHIP administrator to
the Housing Finance Corporation.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners approve
and authorize the Chairman and County Administrator to sign as appropriate the amended 09/10
SHIP Annual Report and associated certifications, interim 10/11 and 11/12 reports and
certifications and the 11/12 regulatory certification.
