Senior Center Property The City Manager advised that the documents regarding the Senior Center party are archaic and as such, he has been working with the City Attorney on the issue. The City Attorney presented a history of the property, stating in 1959 an ordinance required 4% of the total area of the subdivision be dedicated to the City as a park, via a warranty deed. In 1970, a quit claim deed issued by the owner, the Jackson Land Company, identified the same area. The City contacted American Title and was told there is a public and private right by the owners of the subdivision, and the only way the City or any purchaser could develop the property would be to go to each property owner in the subdivision, who would have to agree the property could be turned into something other than a park. The City Attorney stated the Jackson Land Company is no longer in existence and advised there is no reverter language in the deed and ways are being looked at for ways the City can divert itself of the property; otherwise, it would remain in the City as a park. The City Manager brought Council up to date on the issue of the sheriffs contract, stating in December he sent requested information to the sheriffs office, who in turn requested more information. The City Manager has made arrangements to speak with the Sheriffs Office this coming Friday to ascertain what the sheriff is trying to achieve. The City Manager continued that a scope of services as to what is expected needs to be developed so everyone will be on the same page regarding issues as response time, etc. He suggested having a special meeting to discuss and work through creating a scope of services, or meeting with the sheriff to let him know what the City expects. The City Manager advised he understands direction of Council and will provide updates to the Council. City Council ofFart Walton Beach Page 5 Printed 1126/2012 Minutes 2012 The Mayor wants to reiterate that Council is not displeased with the police services provided by the police department, the issue is monetary. The City Manager stated he received a request from Staff to have a CPA Meeting on Tuesday, February 14, 2012, at 5 pm to discuss capital projects. oft The City Manager advised the City's Historic Sites and Advisory Board did not have quorums for four meetings last year, and asked the City Clerk to provide an update on the status of the Board. The City Clerk noted the Board meets every other month and currently has three vacancies and one pending resignation, with no applications on file, which would leave three ,. P active members. The City Manager asked Council to consider shifting the duties of the Historic Sites Board to the Friends of the Museum and ask the Friends to assume their responsibilities as an ad -hoc group. The Friends will be giving a presentation to Council on February 28 and the issue could be discussed at that time. 16. CITY ATTORNEY REPORTS None. 17.
