BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 16, 2013 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Visitor - Gulf Power Community Energy Saver Program DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: Gulf Power and the Okaloosa Community Development Corporation (CDC) will update the Board regarding implementation of Gulf Power's Community Energy Saver program. BACKGROUND: As more fully described in the attached PowerPoint presentation, Gulf Power Corporation's Community Energy Saver program was established to: • Assist families living in income eligible neighborhoods by performing a free Energy Checkup and installing energy conservation measures at no cost to the customer. • Educate families on energy efficiency techniques and best practices. • Help save money by changing and controlling energy use behaviors. • Provide information on additional energy saving programs offered by Gulf Power Unlike many energy audit programs which typically focus on individual households and rely on the households to initiate the process, the Community Energy Saver program is intended to work at the community level with direct, proactive outreach by Gulf Power. For this effort, neighborhoods in the Fort Walton Beach, Niceville, and Crestview areas were identified using Census data. Due to Gulf Power's service area, neighborhoods in DeFuniak Springs were also included. Gulf Power also worked closely with the CDC which, as the County's SHIP Administrator and NSP contractor, provided an opportunity to cost-effectively reach concentrations of income qualified households. No County funds were expended for this program. RECOMMENDATIONS: Staff recommends that the Board receive the presentation and ask questions as may seem appropriate to the Gulf Power and CDC representatives. RECOMMENDED BY: APPROVED BY: James D. Curry, County Administrator
