CITY OF FORT WALTON BEACH
MEMORANDUM
Date: September 16, 2008
To: Joyce Shanahan, City Manager
From: Mark Wiltsie, Human Resources Director
Subject: Alternative Pension Program
Background:
At the May 20, 2008, Budget Policy Workshop, City Council approved, in concept, staff
exploring the possibility of transitioning from the City' s general employees' defined
benefit program to a defined contribution plan for new hires at some future date. City
Council was advised at the workshop that it would be necessary to engage the services of
the City' s pension legal counsel, Mr. James Linn, and the plan actuary, Mr. Michael
Tierney, to study the advantages, any disadvantages, costs and potential savings
associated with this transition. City Council was further advised that staff would provide
a cost of the study for Council approval.
Discussion:
Based on the above, we contacted Mr. Michael Tierney with Actuarial Concepts who
provided an estimate of $ 6, 000 to study the transition and prepare an actuarial impact
statement.
More recently, we have been in contact with pension attorney Jim Linn and
have secured a cost estimate for his consultation, research and preparation of the
necessary documents ( i.e., ordinance amendments) associated with the study. Mr. Linn
advised that his fees would also be $ 63000. As such, the total of the fees to conduct the
study would be $ 12, 000.
As part of the presentation at the Budget Workshop, staff informed City Council that the
Police and Fire Pension plans were not permitted by the Division of Retirement (DOR) to
have two- tiered plans ( i.e., a defined benefit plan for current employees and a defined
contribution plan for new -hires). Since that time the DOR has issued their official
approval for Police and Fire Plans to have a two -tiered benefit structure. As such, the
City' s Police and Fire plans may adopt two- tiered pension benefits.

Recommendation:
Staff requests City Council approval as follows:
1. Authorization to proceed with the study and securing the services of the pension
attorney and plan actuary for $ 12, 000. If approved, funds are available in the
General Employees' Pension Fund to cover the expenses of the study.
2. Authorization for staff to contact the Police and Fire Pension Boards to determine
their interest in pursuing a transition to a defined contribution plan.
