RESOLUTION 2020- 10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA, ADOPTING THE FY 2020- 21 COMMUNITY DEVELOPMENT BLOCK GRANT ANNUAL ACTION PLAN AND THE FY 2020- 2025 FIVE-YEAR CONSOLIDATED PLAN; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Fort Walton Beach is considered an " entitlement" community and receives funds through the Community Development Block Grant( CDBG) program; WHEREAS, proposed CDBG projects must be consistent with national priorities such as: activities that benefit low- and moderate- income people, the prevention or elimination of slums or blight, or other community development activities that address urgent health or safety issues; WHEREAS, for FY 2020- 21, the City has been appropriated $ 147, 839.00 for the CDBG program; WHEREAS, the City of Fort Walton Beach is required to prepare and submit a Five- Year Consolidated Plan establishing and outlining the goals and objectives every five ( 5) years; WHEREAS, the current Five-Year Consolidated Plan FY 2016- 2020, was approved by City Council on June 23, 2015 and requires a new five-year plan be approved; WHEREAS, the City of Fort Walton Beach must also prepare an Annual Action Plan on spending for the CDBG funds for FY 2020- 21; and WHEREAS, the City of Fort Walton Beach has carefully considered and approves the Annual Action Plan for FY 2020- 21 and the Five- Year Consolidated Plan for FY 2020- 25. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA AS FOLLOWS: Section 1. Approval of Plan. The City of Fort Walton Beach hereby approves the Community Development Block Grant entitlement funding Annual Action Plan for FY 2020-21 and the FY 2020-2025 Five-Year Consolidated Plan. Section 2. Authority. The City Manager is hereby designated and authorized to execute any documents and certifications required by the U.S. Department of Housing and Urban Development as related to the Annual Action Plan, and to do all things necessary and proper to carry out the terms and conditions of said program.
