BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 15, 2014
TO: Honorable Chairman and Members of the Board
FROM: Kay Godwin
SUBJECT: Kelly Services Contract Amendment
DEPARTMENT: Human Resources
BCC DISTRICT: ALL
STATEMENT OF ISSUE: Request approval to amend the current contract with Kelly Services,
temporary staffing agency.
BACKGROUND: The original contract does not include a Motor Vehicle Release and
Indemnification Form for temporary employees, assigned by Kelly Services, to operate County
owned motor vehicles. The amendment will enable temporary employees, assigned by Kelly
Services, to operate a County motor vehicle during the course of their assignment if needed.
Also included is an updated rate sheet. The changes include: 1) reduction in the cost for Criminal
County Felony & Misdemeanor checks from $9.11 to $6.96; 2) addition of the cost associated
with running driving record history checks as a result of the included contract modification and
as required by County policy; and 3) adding language to allow for the payment of the varying
administrative fees associated with running Criminal County Felony & Misdemeanor checks.
The current contract states that the administrative fee associated with the Criminal County
Felony & Misdemeanor checks will vary from county to county. With over 3,000 counties
nationwide, it is practically impossible to determine the administrative fee associated with each
and provide that documentation for approval. Under the current contract, the Clerk of Court will
not pay for these administrative fees because they are not specifically listed within the contract
language. The updated language is intended to request approval to pay the varying administrative
fees incurred by Kelly Services that are then passed on to the County. These administrative fees
for Criminal County Felony & Misdemeanor checks are not to exceed $25.00 per name and per
county.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Staff is requesting Board authorization to amend the Kelly Services
contract by adding the motor vehicle driver release and indemnification and the revised schedule
of rates to the current Kelley Services contract. Staff is also requesting Board approval to pay the
varying administrative fees incurred by Kelly Services to complete Criminal County Felony &
Misdemeanor checks in an amount not to exceed $25.00 per name and per county, in addition to
the costs to run driving record history checks, drug screens and sex offender registry checks.
