SUBJECT: Emergency Dredging of Old Pass Lagoon Channel
nh.
BACKGROUND: At the Special City Council meeting on April 15, 2013 a coastal
emergency was declared, allowing the City to perform emergency dredging of Old Pass Lagoon
Channel. Bids were solicited from nine (9) dredging contractors. Four (4) attended the pre-bid
meeting and two (2) submitted quotes for the project. City staff has negotiated an agreement
with the adjacent property owner to place spoil material on their property; the License Agreement
for that activity was approved by City Council at a Special Council meeting on April 30th. The
spoil site on the adjacent property is reflected in the Request for Bid (RFB) as Alternate B and
both bidders provided a lower bid for that alternate.
The apparent low bid for Alternate B was from Waterfront Property Services, LLC, dba Gator
Dredging in the amount of $187,000.00 as shown on the bids and summary (see “Exhibit A”).
The Bid Committee, at a special meeting on May 1, 2013, unanimously recommended Council
award Gator Dredging, the low bidder, for the dredging and placement of spoil material (see draft
Bid Committce minutes, Exhibit B).
DISCUSSION: This project consists of emergency dredging Old Pass Lagoon navigational
channel and spoil (sand) placement on Norriego Point. The project has completion date not later
than May 24, 2013. In order to stay on schedule, the City Council must decide to move forward
with the recommended Bid Committee motion of Gator Dredging to complete the scope of work
for $187,000.00.

B. Effect on Budget (EOB); The Council has previously approved $20,000.00, which is
currently in OPL 12, account # 31053951-531000. The Tourist Development Council has
agreed to pay $180,000.00 of the costs of the emergency project, and that amount has been
approved by the County Commission. Expenses for Taylor Engineering, Inc. design and

permitting of the dredging project totals $22,162.00, to be paid by the TDC and deducted
from their $180,000 contribution. Therefore, an additional $9,162.00 will be necessary to
fully fund this project. Staff will provide construction oversight and administration, as well
as supplemental survey and engineering assistance in an effort to keep project costs contained
within the original $200,000.00 estimate.
C. Level of Service (LOS): Accessibility for boat ingress and egress to the Destin Harbor will
be substantially improved as a result of the dredging operation.
CONCLUSION: The Bid Committee has unanimously recommended that Council award the
Alternate B bid to Gator Dredging.
RECOMMENDED MOTION: I move that the City Manager be authorized to execute a
contract with Gator Dredging for emergency dredging Old Pass Lagoon navigational channel and
spoil (sand) placement on Norriego Point in the amount of up to $187,000, that an additional
$9,162.00 be allocated from the FY 2013 Council Contingency, and to make the appropriate
budget amendment to place the funds in account number 31053951.546000.OPL12.
