Howard 5337 Ford Street Crestview, FL 32539 Dear Mr. Howard: Thank you for meeting with Mr. Stage of our staff this afternoon to discuss our offer to purchase a portion of your property for the development of the new Foy Shaw access road planned for the Bob Sikes Airport. As you are aware, the current access to the Airport requires the traversing of many residential streets some of which are unpaved. Your concurrence in this purchase agreement will greatly improve the quality of life for our neighborhoods and will enhance the environment and wildlife by avoiding major disruption of the wetlands adjacent to your property. The following items formalize our discussions and formalizes Okaloosa County’s purchase offer: 1. As legal owner with your wife Marsha Howard of 3.07 acres described as Parcel B under Parent Tract Tax ID No. 14-3N-23+0000-0039-0010 located at 5337 Ford Street, Crestview, Florida, 32539, you agree to convey by Warranty deed, free and clear of all liens or encumbrances, insurable title to the entire Parcel B for $58,000.00. (Survey attached as Exhibit A) 2. This offer is contingent upon the review of Okaloosa County Purchasing, Legal and Risk Management personnel and final concurrence of the Board of County Commissioners. A formal agenda item will be submitted at a public board meeting after 30 days’ public notice and requires an affirmative majority vote of the five commissioners elected from Okaloosa County districts. 3. The purchase price offer of $58,000 was calculated based on an independent appraisal from a state certified appraiser, Mr. Walter Humphreys, MRICS, which was subsequently reviewed by a state certified review appraiser, Mr. Ronald Lee Bailey, Sr., MAI. This method of establishing value meets Florida State requirements and legal guidelines under Florida State Statute 125.355. 4. Taxes on the property shall be pro-rated as of the date of closing. All other closing costs, including the cost ofa title insurance policy shall be paid by Okaloosa County. Okaloosa Title & Abstract will conduct the title and closing work.
