BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 17, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: FIM Blvd Right of Way Easement with Eglin AFB DEPARTMENT: Public Works BCC DISTRICT: District: 3 STATEMENT OF ISSUE: Approval of easement #FTFA-15-2-0262, which will replace easement DACA-01-2-90-280, for road right-of-way along federal property for FIM Blvd off of North Beal Extension. In addition to renewing the existing easement, the request is to include an additional 33' x 1,330' to the west along existing private parcels. The proposed easement is for 25 years with no fee due. BACKGROUND: Eglin Air Force Base granted a 25-year easement for the construction and maintenance of a road formally named (Duval Road) now known as FIM Blvd in March of 1990. Easement DACA-01-2-90-280 is set to expire March 26, 2015. Said right-of-way runs from North Beal Extension northwesterly to private commercial property in the SE 1/4 of the SE 1/4 of Section 28, Township 1 South, Range 24 West. Public Works' staff has been working with the Eglin Real Estate Department to acquire additional right-of-way through Eglin property, which will be a continuation of the FIM Blvd easement. The request was for 33' x 1330' lying south of, and adjacent to, the private commercial property that is adjacent to the current end of FIM Blvd. In this location exists a dirt roadway in need of improvements, but these improvements can not be performed by Okaloosa County without the proposed easement in place; right of way from the adjacent property owners will also be required to accommodated any future improvements. As part of the renewal process a site inspection of the former easement DACA-01-2-90-280 (FIM Blvd, 80' x 3339.18') was conducted on March 4, 2015. The easement was found to be in good condition. In order to renew the easement as proposed (includes the existing FIM Blvd plus the 1,330' extension) the Board of County Commissioners must approve and sign the easement to be returned to the Department of the Air Force. Upon receipt of the documents David A. Harris, Brigadier General, USAF Commander 96th Test Wing, will sign the right-of-way easement which will serve as the official approval. OPTIONS: Approve/disapprove RECOMMENDATIONS: Authorize execution of right-of-way easement #FTFA-15-2-0262 for submission to the Eglin Real Estate Department and final signature by David A.
