Memorandum for Record
From: Jim Reece, Recycling Coordinator
Subject: Haz-Waste Services, Bid# 53-13
An analysis of the attached spreadsheet portrays CARE Environmental as the low bidder. However,
upon review of their bid package it appears that they are deficient in meeting the requirements
specified on page 2 of the bid package as shown below:
1. SPECIFICATIONS # 6. Bidder will provide a compliance history for the past five years. CARE did
not provide this information.
2. SPECIFICATIONS # 7. “All disposal sites must be named.” “For each site, the bidder will also list
disposal methods used at each site………..” CARE does not list the disposal method used at each
site. Of the three sites listed as final disposal sites that accept “all types HHW” two of them
have stopped doing business with CARE due to non-payment.
3. SPECIFICATIONS # 8. “The successful bidder must only use licensed and permitted hazardous
waste transporters registered with the FDEP.” CARE has provided two transporter certification
documents which have not been authenticated by the State.
4. The State of Georgia issued an administrative order in 2011 and three Notice of Violations (NOV)
issued subsequent to the order.
CARE has filed an appeal with the Georgia EDP with respect to the administrative order and the NOVs
but due to Chapter 11 proceedings that process has been slowed down.
Based on the information mentioned above it appears to be in the best interest of the County to
consider to next lowest bidder: EQ-The Environmental Quality Company. They have met the
requirements of the bid specifications.
While we drafted the bid specifications to allow for us to consider the possibility of splitting services and
awarding the mobile collection component separate from the transportation and disposal, it appears
more prudent to award all of the services to one vendor for the benefit of Okaloosa County.
Recommend that we award the contract to EQ.
