BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 19, 2016 TO: Honorable Chairman and Members of the Board FROM: David Skarzynski, Budget Manager SUBJECT: Budget Resolution(s) & Transfer(s) STATEMENT OF ISSUE: Request approval of the Budget Resolutions & Transfers. Resolution amending the Fiscal Year 2016 Budget, General Fund for Okaloosa County Sheriff Office revenue , in the amount of $192,493. Resolution amending the Fiscal Year 2016 Budget, Tourist Development Fund from Florida Fish and Wildlife Conservation Commission (FFWCC) for construction of multiple marine artificial reefs grant, in the amount of $1,699,370. Resolution amending the Fiscal Year 2016 Budget, Tourist Development Fund from Florida Fish and Wildlife Conservation Commission (FFWCC) Artificial Reef Construction Project 2015- 2016- construct artificial reef comprised of at least 40 prefabricated concrete modules at a single location within Fish Haven 13 grant, in the amount of $60,000. Resolution amending the Fiscal Year 2016 Budget, Natural Disaster Fund for 2014 flood event carryfoward grant, in the amount of ($473,063). Resolution amending the Fiscal Year 2016 Budget, Law Enforcement Trust Fund for confiscated property proceeds, in the amount of $27,069. Resolution amending the Fiscal Year 2016 Budget, Traffic Education Fund from corporate sponsor for student driver education, in the amount of $5,000. Resolution amending the Fiscal Year 2016 Budget, Road/Bridge Construction Fund for cash carryforward, in the amount of $1,033,064. Resolution amending the Fiscal Year 2016 Budget, Road/Bridge Construction Fund from Florida Department of Transportation (FDOT) for Okaloosa County landscape beautification project, design of Rocky Bayou Drive sidewalk, installation and construction of signage and pavement marking along CR4, design of the Crestview sidewalk project, and design & right-of-way (ROW) on PJ Adams Parkway from Key Lime Place to SR85 Ferdon Blvd; Ashley Drive to Key Lime Place; Wild Horse Drive to Ashly Drive & Wild Horse Drive to SR8 (I-10), Phases I-IV carryforward grants, in the amount of $2,069,031. Resolution amending the Fiscal Year 2016 Budget, Water & Sewer Enterprise Fund from Florida Department of Environmental Protection (FDEP) for supplying reclaimed water from Niceville to Eglin Air Force Base grant, in the amount of $3,000,000. Resolution amending the Fiscal Year 2016 Budget, Airport Enterprise Fund from Federal Aviation Administration (FAA) to construct an aircraft rescue and firefighting (ARFF) building; install 2 passenger loading bridges and 4 baggage lift devices; and construct an air traffic control tower carryforward grants, in the amount of $4,530,820. Resolution amending the Fiscal Year 2016 Budget, Airport Enterprise Fund from Florida Department of Transportation (FDOT) for environmental assessment at Destin - Fort Walton Beach Airport; construct air traffic control tower at Destin - Fort Walton Beach Airport; design and construct ARFF station at Destin - Fort Walton Beach Airport; construct tower at Destin - Fort Walton Beach Airport; security/surveillance systems at all three Okaloosa County airports; boarding ramps and loading bridges at Destin - Fort Walton Beach Airport; Bob Sikes Airport entrance road; and terminal improvements at Destin - Fort Walton Beach Airport carryforward grants, in the amount of $3,155,471. Resolution amending the Fiscal Year 2016 Budget, Emergency Medical Services Enterprise Fund from Florida Department of Health (FDOH) for emergency medical services County grant, in the amount of $31,206. Budget Transfer, Capital Outlay Construction Fund to balance cash carryforward to restricted balances, in the amount of $195,805. Budget Transfer, Capital Outlay Construction Fund for Board approved transfer at the December 1, 2015 meeting, in the amount of $50,000. Budget Transfer, Capital Outlay Construction Fund to provide local match for FDOT PJ Adams design and right of way carryforward, in the amount of $1,693,818. Budget Transfer, Tourist Development Fund Tourist Development Council approved at the December 10, 2015 meeting. For Gulf to Table task order #184 approved by the Board on December 12, 2015, in the amount of $29,614 RECOMMENDATION: Staff requests Board approval of attached Budget Resolutions & Transfers.
