STATEMENT OF ISSUE: On January 23, 2013 the Okaloosa County TDC met and
unanimously recommended approval of an $8,000.00 sponsorship for the 3rd Annual Bayou,
Bay and Back 5k Walk/Run, 10k Run and Half Marathon presented by the Destin Area Chamber
of Commerce.
The event was held in Destin/Okaloosa Island on January 26, 2013, and the 10k and Half
Marathon are now USATF certified courses. Lodging Partners included ResortQuest as a
sponsor and all other Chamber member accommodations companies.
The inaugural race in 2011 was strategically supported by the TDC as a "Special Event," and that
was the process the Destin Area Chamber of Commerce began with when they sought support
for this year's race. At the January 16, 2013 meeting of the TDC's Marketing Committee (10
days before the race), it was pointed out that much of what had been funded historically and
actually produced for this year's race (T shirts, with Emerald Coast logos prominently displayed;
Poster design and printing; Awards/Prizes w/ Destin, FL prominence) was no longer authorized
under the "Special Event" line item but was more rightly considered under the "Sponsorship"
line item. The Destin Area Chamber of Commerce had already produced all of the materials
featuring the Emerald Coast; so, agreed to resubmit their application as a Sponsorship directly to
the TDC at their meeting on January 23; still three days in advance of the race itself, where it
was considered and recommended.
The TDC's recommended sponsorship requires Board approval. The completed Sponsorship
Funding Application form reviewed and considered by the TDC is attached.
BACKGROUND: On September 18, 2012 the Board approved an updated and revised version
of the Tourist Development Council's Operations and Procedures Manual, which had been
previously approved by the TDC on August 6, 2012.
Section G.600 of the Manual states, among other things, that the funding of sponsorships is
authorized "where such funding will be used to promote and attract increased tourism......" "The
Council shall provide a recommendation of proposed sponsorships to the Board, certifying that
such funding would meet the above criteria." "The Board shall have the final approval authority
of all sponsorships."
OPTIONS: Approve/Disapprove
RECOMMENDATION: Approve the TDC's recommendation of an $8,000 sponsorship for the
Destin Area Chamber of Commerce's 3rd Annual Bayou, Bay and Back running events; their
first on USATF certified courses.
