TOURIST DEVELOPMENT DEPARTMENT MEMORANDUM DATE: June 26, 2014 TO: Tourist Development Council FROM: Ed Schroeder, Tourist Development Department Director Charlotte Dunworth, Finance, Administration, & Compliance Manager SUBJECT: Interlocal Agreement for Beach Safety & Lifeguard Services - Renewal Background The Destin Fire Control District has been providing beach safety and lifeguard services within the area between Destin East Pass and the Okaloosa/Walton county line (excluding Henderson Beach State Park) since 2003. As the provision of a safe beach is an essential component of promoting the sub-county taxing district, the County has historically funded these services with tourist development tax revenues. Discussion The interlocal agreement for beach safety and lifeguard services terminates on September 30, 2014, but includes a provision for up to two additional one-year terms upon mutual written consent. The Destin Fire Control District has indicated a desire to exercise the first option to renew contract C14-2086-TDD. The contract renewal period would be October 1, 2014 to September 30, 2015. The FY 2015 annual budgeted amount for this contract would be an amount equal to that which is budgeted and appropriated by the Board of County Commissioners to the Okaloosa County Beach Safety Division for the provision of beach safety and lifeguards services within the Service Area. This amount is currently estimated at $520K per County budget office estimates. Pursuant to section E.200 of the TDD Operations & Procedures Manual, the TDC shall advise the Board on contracts with third parties. TDC Recommendation to BCC Recommend contract renewal for the period October 1, 2014 to September 30, 2015.
