BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: March 17, 2015
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Extension of Eglin/County Joint Use Agreement
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to accept an
extension of the Air Force Joint Use Agreement with Okaloosa County.
BACKGROUND: The Office of the Assistant Secretary of the Air Force has agreed to an
extension of the Joint Use Agreement (JUA) to December 9, 2038, to coincide with the
termination date of the existing Enhanced Use Lease (EUL). The JUA governs the conduct of
operations using the airfield facilities at Eglin AFB, while the EUL provides for the terms of the
lease of the 130.8 acres on which the County's Destin-Fort Walton Beach Airport (VPS) facilities
are located. The Federal Aviation Administration (FAA) requires that the EUL and the JUA be
coterminous in order to secure Federal grant funds issued through the FAA's Airport
Improvement and Military Airport Programs invested to date and to be invested in the future for
Security, Safety, Capacity and Part 139 Certification Compliance at VPS and EAFB.
OPTIONS: Approve, Disapprove or Table.
RECOMMENDATIONS: The Airport Staff recommends acceptance of Amendment 1
extending the County's Joint Use Agreement (JUA) with the Air Force to meet the FAA's
requirement that the JUA be coterminous with the EUL in order to secure Federal grant funds
invested at VPS and EAFB.
