BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 7, 2013 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Gator Boring Task Order 63 DEPARTMENT: Water and Sewer BCC DISTRICT: Two & Three STATEMENT OF ISSUE: OCWS has requested the services of Gator Boring under Task Order #63 per the terms of Contract #C05-1117-WS for a total cost of $416,700.95. Task Order #63 is attached for your review. BACKGROUND: In September 2011, Okaloosa County went under contract (FA2823-11-C- 0030; County Contract No. C11-1906-WS) with the U.S. Air Force for the construction of the Duke Field wastewater infrastructure. The contract was modified in August 2012 to add the following: Capacity Expansion Charges (CECs) for Duke Field, construction costs for Main Base wastewater infrastructure, CECs for Main Base, construction costs for Camp Rudder wastewater infrastructure, and CECs for Camp Rudder. The total contract is now $16,699,568; of that, $8,026,192 is reimbursement of design and construction costs, and $8,673,376 is for CECs. Eglin has elected to decommission its two wastewater treatment facilities located on the Main Base, and per the above-mentioned contract, OCWS will design and construct a new conveyance system. The new system will divert all of the wastewater received at their Main and Plew wastewater plants and pump it to the OCWS Arbennie Pritchett WRF. A new 24” force main will be installed on the reservation to convey all of the flow from Eglin Main Base to the Arbennie Pritchett WRF. The force main route will require three 24”HDPE directional bores, two 36” steel casing jack and bores, and one 2” HDPE directional bore. Please see the attached aerial photo depicting the approximate locations of the proposed bores. OCWS will be reimbursed for the work by the U.S. Government, per the contract. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute Gator Boring Task Order # 63, for a not to exceed amount of $416,700.95.
