STATEMENT OF ISSUE: Request approval of the memorandum of agreement with the
Department of Health in Okaloosa County to stage an ambulance at Special Needs Shelters
during emergency situations in Okaloosa County. There are no costs to the County resulting
from the agreement.
BACKGROUND: The Department of Health in Okaloosa County has the responsibility of
operating Special Needs Shelters (SpNS) during emergency situations. The EMS Division of the
Department of Public Safety provides EMS coverage to the incorporated and non-incorporated
jurisdictions within Okaloosa County. The Emergency Management Division of the Department
of Public Safety is responsible for activating SpNS in Okaloosa County prior to an anticipated
emergency situation. This agreement formalizes the responsibilities of all participants in
providing and supporting continued medical care of sheltered citizens with special needs during
emergency situations and ensures that one Advanced Life Support ambulance is available to
transport SpN patients to an initial receiving facility immediately upon being able to do so after
the emergency.

RECOMMENDATIONS: Approve the memorandum of agreement with the Department of
Health in Okaloosa County for EMS staging at Special Needs Shelters during emergency
situations in Okaloosa County.
