BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 15, 2014 TO: Honorable Chairman and Members of the Board FROM: Rick Owen SUBJECT: State Aid to Libraries Grant Amendment DEPARTMENT: Library Cooperative BCC DISTRICT: All STATEMENT OF ISSUE: The Okaloosa County Public Library Cooperative (OCPLC) wishes to notify the Board that the Department of State requires an amendment to execute the approved FY2013- 2014 State Aid to Libraries Grant to OCPLC. BACKGROUND: The amendment adds minor language to specify a "deliverable" and to include a project invoice to receive the grant. This change is due to new requirements by the federal government. State Aid to Libraries grants come from federal LSTA funds provided to the State. The "deliverable" is that the Cooperative has at least one library location open a minimum of 40 hours per week. Every library in the Cooperative is open more than 40 hours per week. This was already documented to the State in the OCPLC annual report of December 2013 that the State Library considers "Part 2" of the State Aid application process. Commissioner Boyles, as chair of the OCPLC governing board, is the required official signature for the amendment. The Cooperative Coordinator is approved by the State Library as a signing official for the project invoice. The State Aid amount for FY 2013-2014 is $94,700. Due to the delay precipitated by requiring this amendment of every grant recipient, all funds will be provided in a single payment rather than two payments as has been done in the past. State Aid is a continuing state grant authorized by Chapter 257, Florida Statute. RECOMMENDATION: Staff recommends Board review the amendment to the executed State Aid Library Grant agreement. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
