MEMORANDUM
Robert T. Mearns, City Manager
From: Michael Beedie, Engineering & Utility Services Director
Date: May 22, 2012
Subject: 2012 -7 SRF Funding for Pump Station No. 1 Project
1. BACKGROUND:
1. 1. At the October 25, 2011 City Council meeting, Council accepted the Pump Station No.
1 and Force Main Evaluation and Engineering Report from Hatch Mott MacDonald
Florida, LLC.
1. 2. City Council also authorized the execution of a Task Order to complete the final design
of the improvements to Pump Station No. 1 and sanitary sewer force main.
2. DISCUSSION:
2. 1. In the latest Water & Sewer Rate Study, adopted in March 2010, the project to replace
the existing 30" PCCP force main from Pump Station No. 1 was included in the Capital
Improvement Program list. The funding source was identified as the Clean Water State
Revolving Fund ( SRF) loan program administered by the Florida Department of
Environmental Protection ( FDEP).
12. Resolution 2012 -7 authorizes the submittal of the necessary planning documentation
for inclusion on the SRF fundable list.
2. 3. The overall cost of the project is dependent on the execution of an Interlocal Agreement
with Okaloosa County for a shared force main north of Bob Sikes Boulevard. A final
draft of the Interlocal Agreement is being reviewed by City and County staff.
2. 4. Construction for the entire project must be complete by Fall 2013 in order to comply
with the FDOT project to replace the Gap Creek Bridge on Beal Parkway.
I. FINANCIAL INFORMATION:
3. 1. The overall cost of the project is estimated at $ 18, 378,000 ($ 11, 050, 000 for the new
force main & $ 7, 328,000 for the pump station improvements). This includes a larger
force main to accommodate the flows from Okaloosa County.
3. 2. The funding source for this project will be a low -interest SRF loan from FDEP that is
payable over a 20 -year period. The current five -year water and sewer rate structure
accounts for this project, and with the scheduled completion of construction in late
2013, the first payment will not be due until early 2014 ( FY 2013 -14).
