The recruiting plan identified below m will provide Mayor and City Council members with a process for selecting a new City Manager and transition recommendations for Mr. Beedie. DISCUSSION: ACTING CITY MANAGER APPOINTMENT Staff would respectfully recommends Mr. Beedie be paid a 5% increase for work " out of class." This request is based on Section 7. 01 of the City of Fort Walton Beach Personnel Rules and Regulations " The council is limited to the appointment of an acting city manager to two consecutive terms of ninety ( 90) days each at the end of which time it shall be mandatory that the council appoint a fulltime city manager who meets the qualifications hereinabove set forth." This test from the City Charter is of importance as we develop the recruiting timeline. RECRUITMENT PLAN Regarding the actual recruitment plan, staff recommends an internal recruiting plan for securing the services of a City Manager as follows: Intemal Recruitment This process would require the City Council, City Manager' s office and the Administrative Services Department to undertake the process of advertising, summarizing qualifications, completing background investigations, scheduling interviews and other tasks associated with the process. The primary advantage of an internal recruitment process is cost Although Packet Pg. 45 14. 1. a costs of the recruitment would be significantly less than hiring an executive search firm, the City would incur some costs associated with advertising and background investigations criminal and credit checks). A. Qualifications c The attached job announcement identifies the recommended qualifications the a candidate would need to possess for consideration in the selection process. We suggest these at a minimum. caE N B. Contact / Liaison Kna It will be necessary for the (, try Council to identify a contact /liaison person for m interested applicants to (, brain relevant documents requested and respond to c applicant' s inquiries. Options for this responsibility might include the Acting City f Manager, the City Clerk, or the Administrative Services Director. Staff recommends T the Administrative Services Director would be the best resource for this effort. V C. Scope of Recruitment nm The attached Recruitment Schedules provides a summary of advertising publications which, if approved, would engage the City in a national search for the (: try Manager position. Should the City Council decide to narrow the scope of dos search, modification to this summary would be required. As an example, if the City Council decides to limit the search to the State of Florida, staff would not place the job announcement on the International City Managers Association website. D. Compensation It is anticipated that unless the job announcement includes a proposed salary range, applicants will inquire prior to their submittal of a letter of interest and resume. As such, we have proposed a salary range of $110,000 to $ 125, 000. We would also suggest the job announcement include the statement that benefits are competitive. This assumes that the new manager would be eligible for the benefits provided to all other employees. L. Costs In addition to the cost of advertising, there are other costs involved in this process including travel and lodging for finalists and meals for both candidate and spouse and minor costs associated with conducting background investigations. It is difficult to estimate these costs not knowing at this point where the potential finalists currently reside. Packet Pg. 46
