STATEMENT OF ISSUE: Request approval of Local Government Certification for Emergency
Solutions Grant submittal by Okaloosa-Walton Homeless Continuum of Care.
BACKGROUND: In order for Okaloosa-Walton Homeless Continuum of Care (Continuum of
Care) to apply for Emergency Solution Grant funds from the Florida Department of Children and
Families, the County must recognize that the agency is operating in the area, and that the County
agrees to allow the agency to seek the grant funds.
Continuum of Care was designated as the lead agency within the grant for Okaloosa and Walton
Counties. Continuum of Care is working to determine which project applicants will be included
for emergency shelter funding. Currently two emergency shelter facilities have applied for
funding under this grant proposal:
1. Opportunity Place Inc., an emergency shelter for homeless women and families
2. One Hopeful Place, an emergency shelter for homeless men, women, and families (to be
operational by July 2016).
The Emergency Solutions grant program will enable the agencies to assist homeless households
in obtaining housing by providing rent and utility assistance. U.S. Department of Housing and
Urban Development regulations require non-profit organizations to receive certification of local
government approval prior to accepting an Emergency Solutions Grant award. This approval
signifies the knowledge of the referenced program operating in the local government jurisdiction,
and that the local government agrees to allow the applicant to apply for the grant.
Approval of the attached certification does not in any way obligate local funds.

RECOMMENDATIONS: Approve Local Government Certification for Emergency Solutions
Grant submittal by Okaloosa-Walton Homeless Continuum of Care, and authorize Chairman to
sign the certification document.
