INFORMATION; JOINT LAND USE STUDY
Information: Resolution to accept the Joint Land Use Study.
Samantha Abell,
Senior Planner, explained the purpose of the Joint Land Use Study ( JLUS) is to
provide guiding regulations on land use and the final JLUS was published last month. She
mentioned the City Attorney is drafting a resolution and
the City Manager requested the
Municipal Planning Board consider the JLUS recommendations before it goes to City Council.
Bob Arnold, Chairman of the Encroachment Committee, expressed their support of all the
recommendations.
Ms. Abell requested the Board specifically review the JLUS recommendation # 4, to implement
Comprehensive Plan Amendments Discouraging Additional Marine Navigation Channels or land
cuts, artificial reefs, or other proposed activities increasing marine traffic in controlled firing areas.
She reported staff recommends that recommendation be left out of the recommendations to City
Council.
Mr. Arnold addressed the recommendation with an explanation that the area is listed as a
controlled firing area, a danger safety zone which means from time to time Eglin conducts
operations in the gulf. He said it would be alerting people it is a danger area and it is a hazard to
boats. He explained it is Eglin' s responsibility to move to another area or wait until the boat
traffic has left the area. He said the way the recommendation is written in meant to give the
military opinion that if there were activities that would increase boating traffic in that area it
increases the complexity on how they run their operations. He said the whole intent of that
recommendation is to make the public aware of the fact that from time to time they have activities
there and they will continue to do everything they can to ensure they have save operations. He
said it provides a procedure for them to be able to continue with their mission.
Marion Cook, Ex- Officio member,
commented there would be better safety through better
awareness.
She suggested the map could be attached to the recreation element map series and if it
were put in the Recreation Element it would be notice to the people.
It was questioned why it should be included if the area is not in the City limits.
Ms. Cook replied that it is something for the people to be aware of.
