4 ACCEPTING THE EGLIN JOINT LAND USE STUDY ( JLUS) REPORT
5 AND SUPPORTING RELATED COMMUNITY INITIATIVES
6
7 NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
8 OF FORT WALTON BEACH, FLORIDA, THAT:
9
10 1. Intent & Background
11 a. Eglin Air Force Base, the Eglin Reservation, and Hurlburt Field are vital to the
12 training conducted by the U.S. Air Force, U.S. Army and other branches of the American
7th
13 military and our allies which, with the addition of the U. S. Army Special Forces Group
14 and F -35 Joint Strike Fighter Training Mission will see a dramatic increase in activity as these
15 new missions become fully implemented.
16
17 b. The training activities at Eglin Air Force Base, the Eglin Reservation, and Hurlburt
18 Field are affected by growth and development around the perimeter of the installations and the
19 necessity of compatible land use has become a critical element in helping to preserve and
20 protect the quality and long -term viability of the training being conducted.
21
22 C. In promoting compatible land use to protect the mission of Eglin Air Force Base, the
23 Eglin Reservation, and Hurlburt Field the importance of private property rights is recognized and
24 will be respected in this process.
25
26 d. Without effective training sites at Eglin Air Force base, the Eglin Reservation, and
27 Hurlburt Field, the overall mission of the U.S. Air Force, U.S. Army, and other branches of the
28 American military and our allies is put in jeopardy.
29
30 e. Eglin Air Force Base, the Eglin Reservation, and Hurlburt Field generate $ 2. 3
31 billion for the economy of Okaloosa County, Santa Rosa County, Walton County, their
32 incorporated cities and towns, and all of Northwest Florida in general, making these installations
33 vital not only to out national security but also to the economic security of the communities of
34 Northwest Florida.
35
36 f. The Eglin Joint Land Use Study was initiated in April, 2007 with Okaloosa County,
37 Santa Rosa County, Walton County, and their incorporated cities and towns ( the JLUS local
38 government partners) joined together with officials from Eglin Air Force Base, the Eglin
39 Reservation, and Hurlburt Field as well as other agencies and interested parties with the goal of
40 promoting compatible land use around the installations.
41
42 g. The study has documented the potential threats to the missions of Eglin Air Force
43 Base, the Eglin Reservation, and Hurlburt Field that could result from incompatible land uses
44 around the installations and has identified various compatibility strategies to help preserve the
45 installations' missions.
46
F *11
I h. The Eglin JLUS Policy Committee, which is comprised of representatives from
2 Okaloosa County, Santa Rosa County, Walton County, their incorporated cities and towns, the
3 U.S. Air Force, and other agencies, has recommended that the JLUS local government partners

5 the study and as generally described in Attachment 1.
6
