For several years, the City designated the property as either PL (public lands) or IDR OOW density residential). However, on June 27, 2006, staff presented to Council on first reading Ordinance 1705 to provide certain Future Land Use Map changes to the Comprehensive Plan. One change in particular involved the City owned property at this location. With the of Ordinance 1705 on second reading. the adoption property will be re- designated from PL and LDR to CON ( Conservation). This designation limits the use of the property and prornb" its any future development. but allows for certain passive improvements. On August 31st, 2006, a local Eagle Scout candidate, Mr. Jacob Surnrall. approached City staff with a proposal to build a Nature Trail at the City-owned property described above. The City Manager met with Public Works and Utilities staff to discuss pennitting issues, environmental concerns, and ADA Americans with Disabilities Act) requirements necessary to complete the project. In addition, staff discussed the suitability of the property for the proposed project and the materials requirements needed for completion. Discussion: In order to achieve the rank of Eagle Scout. Mr. Sumrall of the Boys Scouts of America is proposing to build a community-based Nature Trail within the City-owned property located between Lake Drive and Virginia Drive. The City has accommodated other Eagle Scout candidates in the past with similar community-based projects. Mr. Sumrall provided a map of the proposed trail location, along with construction details and a proposed scope of work ( attached). Upon completion, Mr. Sumrall' s Nature Trail will meander approximately 1. 3 miles in and around wooded areas and provide educational placards to identify various vegetative species throughout the property. With Council approval. staff will provide the necessary support to Mr. Sumrall to complete this beneficial community project. b-If
