Board or the Board can set a cap and let the Sheriff sign off on them up to that cap. Major Peacock responded they have been running these programs for many years and have never run out of money. He repeated they don’t say yes to every request that is made. Mr. Amunds referred to the $982.33 to Niceville for the Equitable Share Agreement and said there is no question on that one. Mr. Harris said he disagrees with some of the comments which have been made. He feels the Sheriff has a fiduciary responsibility and he believes either Sheriff Ashley or his staff reviews each request to determine if it meets statutory requirements. Mr. Harris stated the only one on the list he disagrees with is the Baker Band Boosters request. He said “If you think something should be pulled, pull them.” Mr. Parisot noted there are three he can agree with. Mr. Boyles said two disbursements--Alaqua Animal Refuge, Mental Health—and the task force disbursement (3 total). Major Peacock stated the LETF is not designed to offset the budget. Mr. Boyles replied it can be used for SROs. Mr. Harris said that issue was discussed during the budget process. Mr. Harris withdrew his motion. Mr. Boyles made motion, seconded by Mr. Parisot, to approve disbursement to the Alaqua Animal Refuge ($5,000), Mental Health Association ($4,000) and the City of Niceville Task Force disbursement ($982.33). An extended discussion followed. Mr. Windes noted this was discussed in detail two meetings ago. He said many requests are turned down and the County Attorney feels the Board is on legal ground. Mr. Harris questioned spending an hour to an hour and a half on this subject. Mr. Amunds reiterated his desire for the liaison commissioner to work with Major Peacock. The vote was taken—3 yeas, 2 nays (Mr. Windes and Mr. Harris voted no.). December 4, 2012 -11- Minute Book 68, Page Okaloosa County Board of County Commissioners AIRPORTS – SUPPLEMENTAL JPA AND RESOLUTION, ENVIRONMENTAL ASSESSMENT FOR DESTIN AIR TRAFFIC CONTROL TOWER Mr. Greg Donovan, Airports Director, requested the Board approve an amendment to an existing grant from the Florida Department of Transportation (FDOT) changing the project description to reflect funding support for an environmental assessment at the Destin Airport for anticipated construction of an Air Traffic Control Tower. The grant was originally for drainage improvements at the Bob Sikes Airport. Mr. Harris made motion, seconded by Mr. Parisot, to approve the Supplemental Joint Participation Agreement (JPA) to allow reallocation of $215,182 as stated above and to approve the accompanying signature resolution. 5 yeas. RESOLUTION NO. 12-187 AIRPORTS – JPA AND RESOLUTION, CONSTRUCTION OF DESTIN AIR TRAFFIC CONTROL TOWER Mr. Donovan requested acceptance of a $1 Million grant from FDOT toward the future construction of the Destin Air Traffic Control Tower. This project will include a structure, access road and utilities. Estimated cost of the project is $4 Million, depending on the results of the environmental assessment and design requirements. He explained the funding strategy which includes use of $2 Million of FAA entitlement grants from the Northwest Florida Regional Airport and $1 Million in Passenger Facility Charges with signatory approval of the four airlines at the Regional Airport. Mr. Donovan said he is seeking permission from the Board to proceed in this direction. He noted there will be multiple approvals for the project as it progresses. Mr. Parisot asked if two motions will be required. Mr. Amunds said he feels one motion will be sufficient. Mr. Harris made motion, seconded by Mr. Boyles, to accept the $1 Million FDOT grant (JPA and signature resolution) and to provide the director with authorization to seek approval by the signatory airlines for use of passenger facility charges as outlined above. 5 yeas. RESOLUTION NO. 12-188 AIRPORTS – FINAL CONTRACT PAYMENT WITH ROMJUE ADVERTISING AND COMPANY; RECOMMENDATION TO AWARD CONTRACT FOR MEDIA BUYING AND ADVERTISING SERVICES Mr. Donovan recommended the new contract for media buying and advertising services for the Airports Department be awarded to December 4, 2012 -12- Minute Book 68, Page Okaloosa County Board of County Commissioners Romjue Advertising and Company. He advised the term of the contract is three years with a 15% commission, has no set amount payable each month, and contains a “without cause” termination provision. Mr. Donovan said Romjue has served the Airports in this capacity for the last 6 to 6½ years. The budget established for the media buying and advertising services is $458,500. (NOTE: At the August 21, 2012 meeting, the Board authorized the Purchasing Department to develop a Request for Qualifications (RFQ) and to establish a committee to review submittals. Romjue Advertising received the top ranking by the review committee.) Mr. Parisot made motion, seconded by Mr. Boyles, to award the three-year contract for media buying and advertising services for the Airports Department to Romjue Advertising and Company. Mr. Donovan requested the final payment to Romjue from the previous contract in the amount of $41,616.40 also be authorized for payment. Mr. Parisot amended his motion to include approval of the final contract payment as requested by the department head. 5 yeas. AIRPORTS – AIRPORT POLICE ACCREDITATION AND RESERVE OFFICER PROGRAM Mr. Donovan stated seven months ago the Airports Department established its own Airport Police Department. He advised that he and Airports Police Chief Melvin Tennyson would like to provide the commissioners with a briefing on two initiatives. Mr. Donovan said Chief Tennyson came to him to discuss learning about best practices from others agencies and pursuing accreditation. The target date for achieving this goal is one year from now. The program would require hiring a temporary full-time employee to serve as accreditation manager. The expected cost for this position is approximately $40,000 and would be funded by the Airport’s operational budget. The second initiative is establishment of a reserve airport police officer program. With the assistance of the Human Resources Department, the officers would be recruited, trained and serve as back-up for full-time personnel. Chief Tennyson stated the Airport Police Department will pursue accreditation at both the state and national levels. The program will provide proven methods of how to do business. He noted that two professional organizations in the county already December 4, 2012 -13- Minute Book 68, Page Okaloosa County Board of County Commissioners have state accreditation. Those are the Okaloosa County Sheriff’s Department and the Fort Walton Beach Police Department. He feels this accreditation will improve community relations. Chief Tennyson requested Board approval to move forward. The second initiative is a program to provide relief officers. Chief Tennyson said the Statutes identify them as “part-time” officers but they will be identified as “relief officers.” He noted the Airport Police Department would be able to double its force if necessary, such as in times of natural disasters or other emergencies. The Statutes also outline the requirements with Chief Tennyson pointing out the relief officers will be sworn officers. Upon inquiry by Mr. Parisot, Chief Tennyson said the plan is to have ten relief officers. Upon inquiry by Mr. Harris, the Chief said the response time will vary but his goal is to have a relief officer respond within 30 minutes. Mr. Amunds noted the county has a third organization which is accredited and that is the Okaloosa County Jail and its corrections officers. He pointed out EMS and the paramedics are certified as well. Mr. Amunds also stated if a vacancy should occur on the Airport police force, the reserve officers would provide a source for finding a replacement quickly. Mr. Harris made motion, seconded by Mr. Parisot, to approve the initiatives. Mr. Curry asked for clarification that the motion does include the temporary position for the accreditation process. Mr. Harris amended his motion to include the accreditation manager. Mr. Parisot confirmed his second. 5 yeas. AIRPORTS – DESTIN AIRPORT RUNWAY CONSTRUCTION Mr. Donovan provided the tentative construction schedule for the runway project at the Destin Airport. The project will require 23 nightly closures from 6:00 p.m. until 6:00 a.m., beginning January 7, 2013 until January 28, 2013. Complete closure of the airport will be required for seven days beginning February 4, 2013 until February 11, 2013. The project is expected to be completed prior to March 18. Information on these closures has been sent to all tenants at the Destin Airport. December 4, 2012 -14- Minute Book 68, Page Okaloosa County Board of County Commissioners Mr. Donovan said questions have been raised regarding noise and lighting for nearby homes during construction. He stated the levels of activity will be lower than what the aircraft generate. OLD BUSINESS – FAC LEGISLATIVE CONFERENCE AND GULF CONSORTIUM MEETING, REPORT FROM COMMISSIONER PARISOT Mr. Parisot distributed copies of his report on his attendance at the Florida Association of Counties (FAC) Legislative Conference and at the Gulf Consortium meeting. He said Okaloosa County needs to appoint an alternate to the Consortium. Mr. Parisot reported Grover Robinson, County Commissioner from Escambia County, has been appointed as the interim Administrative Officer for the Consortium, adding the election of Consortium officers is scheduled for January 18. He advised that during the initial year, directors can self-nominate with approval of their Boards. Mr. Parisot stated he plans to prepare a nomination package and will bring it to the Board for review on December 18. With regard to Governor Scott’s involvement in the Consortium, he said the Governor initially had wanted to appoint the Consortium Chairman with veto power, as well as 6 or 7 additional directors. Grover Robinson (Escambia County Commissioner), Bryan DeSloge (Leon County Commissioner and FAC President), Doug Darling (FAC consultant) and Chris Holley (FAC Executive Director) met with the Governor’s staff earlier this month. Currently, the request from the Governor’s Office is for the Consortium to indicate a willingness to work with the Governor. A motion was made and approved unanimously at the Gulf Consortium meeting to support a partnership with the Governor to implement the RESTORE Act. Mr. Parisot referred to “Pot 1” and said the U.S. Treasury has informed FAC that draft rules are being reviewed by federal agencies with hopes the public comment period will occur in December. A primary interest is the lack of a formula for the allocations of the Pot 1 funds to the eight disproportionately affected counties. Representatives of the eight counties will meet as a sub-group of the Consortium on December 7 to discuss the Pot 1 formula. Mr. Amunds commented that he cannot support the appointment of the Consortium Chairman by the Governor with veto powers. Mr. Parisot stated that has been taken off the table. December 4, 2012 -15- Minute Book 68, Page Okaloosa County Board of County Commissioners Mr. Amunds asked if there is interest from other commissioners to serve as an alternate in the event Mr. Parisot is unable to attend. Mr. Boyles spoke up and said he will be happy to serve but he will defer to Mr. Windes. Mr. Windes stated he will be happy to serve. Mr. Parisot made motion, seconded by Mr. Boyles, to appoint Mr. Windes as the alternate to the
