not include a position authorized to act on behalf of the
City Manager in the event of the City Manager' s temporary absence ( e. g. professional event,

vacant, will be reclassified as IT Manager.)
Discussion
1. For cities in the State of Florida and across the country with a similar size and complexity, it is
very common to find an Assistant or Deputy City Manager in the organizational structure.
2. Of the fifty-eight ( 58)City/County governments who responded to the 2005 Florida League of
Cities Salary Survey ( population between 10, 000 - 50, 000 and workforce between 100 - 1, 000
employees), thirty-four ( 34) or 59% have an Assistant or Deputy City Manager.
3. Splitting day-to- day reporting by City Departments between the City Manager and Deputy City
Manager would increase organizational efficiency, simplify and streamline verbal and written
communications, and allow the City Manager to focus on important matters outside the scope of
daily operations.
4. It is proposed that the Deputy City Manager provide for day- to- day operational reporting of five
departments: Human Resources, Information Technology, Community Development Services,
Parks & Recreation, and Golf.
5. The City Manager would retain six departments as direct reports: Finance, Purchasing, Police,
Fire, Public Works, and Utilities.
