Evaluation June 2, 2010 The City of Fort Walton Beach has a recreational facility located at 132 Jet Drive NW in Fort Walton Beach, Florida, which is approximately 23, 000 square feet and was constructed in approximately 1975. The facility has experienced water seepage through its exterior walls and leakage through isolated areas in the roof. These occurrences of water intrusion may be contributing to mold growth within the building. Although the facility has served the City well, it is also approaching the end of its design life and is therefore in need of some renovations to maintain its current level of service. Due to the age of the facility, much of the electrical components and lighting are of outdated and less energy -efficient technology. The City desires to determine if there is significant opportunity to make improvements that will reduce the power consumption of the building and the length of time that such energy savings would take to pay for the associated capital improvements (the payback period). Finally, the City also has an interest in exploring the possibility of providing air conditioning to the gymnasium and would like to determine the feasibility of doing so. Based upon the desires of the City and these Requirements, HMM proposes to perform the following services. Task I - Mold Inspection / Analytical Analysis The scope of work is to perform a visual inspection of the internal spaces of the above referenced facility to identify potential mold and source areas. Following the visual inspection a detailed sampling plan will be developed followed by sample collection, analytical testing and a report detailing the results. Following the receipt of the analytical results and visual inspection results, a report will be prepared with recommendations. The recommendations will consist of comparison of the data complied with OSHA standards for mold in occupied spaces. Potential remedial actions will also be discussed. Depending on which recommended renovations and remedial actions are selected by the City, an additional testing and evaluation plan may be developed, including a post remediation testing and verification program. Approximate fee is $ 8, 500 27 Task II - Architectural Review for Water Intrusion and Facility Renovations The Scope of Architectural Evaluation services will include the following: 1. Onsite close inspection of the building exterior and interior by an architect, interior designer and a water intrusion/ remediation specialist. Each team member will be looking at the building to identify deficiencies to be corrected or opportunities for improvement within his /her area of expertise. 2. Building Code review to identify required code upgrades and optional upgrades. This will include determining the impact of the new structural wind resistance requirements for all Florida buildings whether new or renovated. Mandatory upgrades may be required by the level of renovation implemented. Optional improvements will be discussed as to value added. 3. Accessibility Code review to identify required code upgrades and optional upgrades. Some upgrades are triggered by the level of renovation. Some will be community service driven. 4. Finishes assessment to determine current condition and remaining lifespan. projection for all interior and exterior finishes. 5. Functional assessment to analyze the accommodation of current 2010 functions within a building designed in 1970' s. 6. Preparation of a written report containing photographic documentation of the existing building condition with annotations describing deficiencies that must be corrected. Photographs of the existing building conditions will be supplemented by graphic depictions of corrective measures where such will help convey the recommended work. Repair /replacement strategies will be described with budgetary information for the recommended work. The report will include building code and accessibility code mandated and optional improvements with budgetary information for the recommended work. The report will include recommendations for functional improvements to the current usage of the building with budgetary :information for the recommended work. Approximate Fee is $ 11, 500 Task III - Mechanical and Electrical Evaluation of Existing Facility HVAC Systems and O tion to Add Air Conditioning in the Gymnasium HMM would propose to provide the following services for estimating the cost of air conditioning the gym area of the facility: Review the existing electrical and mechanical system capacity Determine the required AC system size and required electrical upgrades Provide an estimated construction cost Evaluation of the heating, ventilating and air conditioning equipment at the above referenced recreation center. This evaluation shall include a visit to the project site to observe the physical condition of the equipment currently in service. It is understood the 28 administrative space, meeting rooms and common areas are conditioned and the gymnasium is not. A written report of the condition and functionality of this equipment shall be prepared. Recommendations for repair, removal and /or replacement shall be made in conjunction with associated construction costs. Additionally, design parameters and equipment installation costs for heating, ventilating and air conditioning the gymnasium shall. be provided.
