419
420
Bonus provisions specified in the LDC will be granted to Staple development projects located in
421 the MUW, MUEB, MUHD
and MUTC planning areas who provide improved access to the

439 OBJECTIVE 3-
THE CITY WILL IMPLEMENT NEW LAND PLANNING GUIDELINES
440
THAT CAREFULLY ORCHESTRATE NEW DEVELOPMENT AND REDEVELOPMENT,
441 PRESERVE THE HISTORIC ASPECTS OF THE COMMUNITY, MAINTAIN ITS
442 EXISTING FAMILY -ORIENTED RESIDENTIAL CHARACTER, PROVIDE ADEQUATE
443
OPEN /GREEN SPACE, ENCOURAGE PEDESTRIAN / BICYCLE LINKAGES, PROVIDE A
444
BALANCED, HEALTHY ECONOMY, WHILE PROTECTING THE NATURAL SETTINGS
445 AND PROTECTING THE NATURAL ENVIRONMENT.
446
447 1. Transportation Concurrency Exception Area ( TCEA) Land Use and Design Initiatives. In
448 accordance with the 2009 SB 360 entitled " The Community Renewal Act," the entire City is
449
hereby a Transportation Concurrency Exception Area (TCEA) as a state designated Dense Urban

450 Land Area ( DULA). Implementing the multimodal plan, called The EcoWay, established in the
451 Transportation Element requires application of land use and design principles within designated
452
mixed use and medium density residential areas that generate ridership demand for multimodal
453 transportation alternatives. The Future Land Use Element therefore has designated the following
454 special planning areas as suitable areas to support the " Multimodal Transportation Alternatives"
455 required as a TCEA: The Central Business District ( "CBD "), Commerce and Technology Park
456 ( " CT "), Mixed Use Village Northwest ( MUV -NW "), and also the CRA's Mixed Use Beal
457 Parkway Corridor ( "MUPC "), Mixed Use Village Beal ( "MUVB "), Mixed Use Comet /Crescent
458 Circle ( " MUCR "), Mixed Use Uptown ( " MUUP "), Mixed Use Midtown ( " MUUP "), West
459 Miracle Strip's Tourism Corridor ( "MUTC "), Mixed Use Historic Downtown ( "MUHD" ), and
460 Mixed Use East Brooks ( "MUEB" ).
461
462 Furthermore, the following pedestrian design standards are applicable to all development, with
463 the exception of single- family and duplex residences, that front a street along the multimodal
464
network as defined in The EcoWay Multimodal Plan. See the Transportation Element's EcoWay
465 Multimodal Transportation Map.

467 1. Building Design and Appearance When Fronting a Street
468 2. Ground Floor Elevations and Fenestration
469 3. Location of Off -Street Parking
470 4. Pedestrian Walkways and Linkages
471 5. Bikeways
472 6. Multi -Use Lanes
473 7. Street Furniture, including pedestrian and bicycle amenities
474
475 2. General Design For Large Structures. The design for buildings exceeding 40 feet in height
476 and/ or containing more than 40, 000 square feet will ensure that the height, massing, and intensity
477 of proposed structures do not unreasonably restrict or impact access to sunlight= privacy, or
478 airflow dynamics. The following design principles will be applied:
479
480 a. Building Footprint. The building will be located so as to maximize the functional
481 open space on the site.
482
483 b. Building Massing and Scale. Facades will be designed to reduce the mass /scale and
484 uniform monolithic appearance of large unadorned walls, while providing visual
485 interest that will be consistent with the community's identity and character through
486 the use of detail and scale and variations in rooflines and fenestration ( i.e., character
487 and interrelationships of facade design components including- windows, dormers,
488 doors, and roof design).
489
490 c. Other Architectural Features. The LDC continues to discourage flat roofs. Building
491 walls, parapets, and/ or roof systems will be designed to conceal all roof mounted
-
492
mechanical equipment from view of adjacent properties and public rights -of w
- ay
493 Building facades will be visually varied through architectural design included but not
494 be limited to: i) color change; ii) texture change; iii) material module change, ivy

498 Policy: Landscaping, Buffering,
Tree Protection, and Open Space Landscaping, buffering and
499
pervious open space will continue to be required in order to maintain, beautify, and /or reinforce
500
the established character of stable residential and nonresidential areas, especially along the outer
501 edges of such areas. Open landscaping,
space, and buffering criteria will require such
502
503
improvements as retention of pervious open space; tree protection; the .planting of canopy trees,
understory canopy, and shrubs; and installation of noise buffers as may be required, including
504 vegetated berms with tree canopy, decorative masonry walls or fences, and other appropriate
505
screening and buffering techniques Landscape plans will be provided as an integral part of the
506 overall design of proposed new development and redevelopment in order to maintain and
507 enhance the stability of stable residential and nonresidential areas
508
509 Policy: Maior Natural and Manmade Corridors LDC performance criteria will require
510
application of best management principles and practices for preserving and /or improving the
511
character of major natural and manmade corridors including
512
513 1. Santa Rosa Sound.
514 2. Choctawhatchee Bay.
515 3. Estuarine and bayou systems.
516 4. Major floodway and drainage corridors.
517 5.
Major transportation corridors that serve as a major focal point for the motoring
518
public and an inviting_gateway to visiting tourists, such as Miracle Strip Parkway,
519 Eglin Parkway, Beal Parkway, and Hollywood Boulevard.
520
521 Policy: On -Site and Off S
- ite Improvements. LDC performance criteria will :require that all new
522
development and redevelopment provide on -site and off s-ite infrastructure improvements and
523
off street
- parking that are deemed necessary to accommodate impacts generated by the subject
524
development. The provision of such facilities will be required concurrent with the impacts of the
525 proposed development as provided for in the adopted concurrency management system ( See
526 Chapter 9). Prior to receiving a development permit, plans for all new development will be
527 evaluated by the City. No development permit will be issued until the applicant has submitted
528
approved plans that incorporate necessary on -site and off s-ite improvements or equitable
529 contributions in lieu thereof.
530
531 Policy: Design and Other Performance Criteria. Within one year from Plan adoption, the LDC
532
will be amended to include design criteria and other performance criteria required to implement
533 the Comprehensive Plan.
534
535
Policy: Site Plan Review. Within one year from Plan adoption, the site plan review process will
536
be amended within the LDC to implement regLilatory concepts within the Comprehensive Plan
