STATEMENT OF ISSUE: The Department of Airports on behalf of Okaloosa County,
requests the approval of the Board of County Commissioners to authorize the Board's Chairman
to execute a Letter of Appreciation to the Mayor, City Council and Staff of the City of Destin,
for facilitating the Future Land Use Map (FLUM) amendment for a parcel at Destin Executive
Airport (DTS) to enable the construction and operation of a new Air Traffic Control Tower
(ATCT) and airport manager's office and the development of a wetland conservation easement
on the remainder of the parcel.
BACKGROUND: In order for the Department of Airports to site and construct the ATCT and
attached Airport Manager's office project, the City of Destin, which has land-use and zoning
authority over Destin Executive Airport, needs to approve the planned use, zoning and septic
system associated with the project. The Department coordinated its request through the County's
Growth Management Department to request the approvals from the City of Destin in August last
year only to learn that a FLUM amendment and rezoning, as well as a commitment for a
wetlands conservation easement would be required with public hearings. The City of Destin, in
the spirit of civic cooperation among our jurisdictions, undertook an extraordinary effort to
prepare, advertise for public-hearing and approve the required actions to meet the County's tight
timeline for the project. In appreciation of that effort, the Department of Airports, on behalf of
Okaloosa County requests the approval of the Board of County Commissioners to authorize the
Board's Chairman to execute a Letter of Appreciation to the Mayor, City Council and Staff of the
City of Destin, for facilitating the Future Land Use Map (FLUM) amendment and rezoning of
the parcel at Destin Executive Airport (DTS) to enable the construction and operation of a new

Commissioners authorize the Board's Chairman to execute a Letter of Appreciation to the
