awarded to C. W. Roberts Contracting, Inc. This project included a mill-and-overlay of the existing asphalt north parking lot and VIP parking lot, construction of new concrete sidewalks and replacement of damaged concrete curbs, pavement markings, security and electrical improvements in the parking lot, and renovation of the Airport Operations Center to include a complete replacement of the video monitoring system. A final completion inspection of the parking lot and security improvements was conducted on January 11, 2013. All punch-list items have been addressed to the satisfaction of the engineer and the County. The primary purposes for Change Order No. 2 are to reconcile the contract quantities per the actual final quantities accepted and measured in the field and to add improvements that provide long-term benefits to the Northwest Florida Regional Airport. This change order also adds 38 calendar days to the construction contract due to additional work added to the contract including infrastructure improvements to accommodate an airport ice machine and guardrails around the VIP parking lot and Baldwin Building. A significant deduction to the construction contract is included in the Superpave Asphaltic Concrete pay item. The geotechnical testing performed during the design phase indicated an existing variable depth asphalt section across the parking lot. The average depth of the underlying asphalt after milling operations was anticipated to be approximately 1 to 1.5 inches. It was unclear whether the remaining asphalt material following milling operating would represent a suitable foundation for the proposed overlay. Therefore, the original parking lot rehabilitation design included a conservative assumption that full-depth asphalt removal (approximately 3-inch depth) would be required to provide a stable asphalt pavement as a foundation for the overlay. Following the asphalt milling operations, it was determined that a majority of the underlying asphalt was adequate to construct the new 1.5-inch asphalt overlay; therefore, the full-depth asphalt removal and replacement quantity was significantly reduced. This also reduced the asphalt quantity by 4, 212.1 tons resulting in a deduction of $404,361.60 in asphalt costs. Change Order No. 2 represents a $419,695.59 reduction in the contract amount. Upon approval of Change Order No. 2, the final contract amount will be $1,922,885.50. OPTIONS: Approve, Reject, or Table RECOMMENDATIONS: Approve Change Order No. 2 with C. W. Roberts Contracting, Inc. to reduce the total contract amount by $419,695.59 and increase the contract time by 38 calendar days; approve release of retainage in amount of $179,830.98; and approve final payment in the amount of $304,406.64 (includes retainage).
