RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 21, 2013 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Visitor - Mike Chesser DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: Mike Chesser to present the BCC with updated information, including revenue projections, regarding proposal to establish a Tax Increment Financing District in northern Okaloosa County to fund infrastructure. BACKGROUND: During its meeting of February 19, 2013 the Board of County Commissioners received a presentation regarding the possibility of establishing a tax increment financing district to fund infrastructure, particularly roads. At the conclusion of the presentation, the Board authorized staff to continue to research this matter, and provide follow up information regarding the amount of funds potentially available and how such might be used for infrastructure. Since that time, County and City (Crestview) have worked with Mike Chesser and the University of West Florida Haas Center to develop an estimate of funds available that could be presented to the BCC as requested. The attached Excel spreadsheet provides the Haas Center's estimates of revenues that would be generated if the TIF district were to be established. Mike Chesser will present these data to the Board, along with additional information regarding the proposed TIF district and strategy. RECOMMENDATIONS: Staff recommends that the Board receive the follow up presentation, consider the information provided therein, and provide direction to staff based on the Board's consideration of the matter. BACKGROUND: On January 16, 2009 Okaloosa County entered into agreement #SDA0398 with the National Museum of the United States Air Force under the static display program in which an F-15 was loaned for display at the Northwest Florida Regional Airport. The agreement requires annual renewal by the BCC Chairman and confirmation that all loaned components are in good condition. Airport staff has confirmed the inventory report, and has produced digital images of the loaned property per the agreement requirements. Included in the attachments are the certificate of insurance, the contract and lease coordination sheet and correspondence from the County Attorney confirming his approval of the loan renewal agreement. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 21, 2013 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Request to Advertise, Accept bids & Transfer Funds for Procurement of a New Derrick/Boom Truck DEPARTMENT: Water and Sewer BCC DISTRICT: All STATEMENT OF ISSUE: The Okaloosa County Water & Sewer Department is requesting BCC authorization to advertise, accept bids and transfer funds for the procurement of a new Derrick/Boom Truck. BACKGROUND: The Water & Sewer Department currently owns two derrick/boom trucks, a large 1997 GMC Altec and a smaller 1994 Ford F-550. However, recent upgrades to Water & Sewer facilities, including the construction of new sewer pumping stations, require a greater lifting and reach capacity than currently offered by the existing 1997 Altec. There is now a critical need for a larger boom truck capable of pulling large pumps and other appurtenances. The requested piece of equipment is not budgeted for FY2013 and is estimated to cost $170,000.00. Funding within the Water and Sewer Enterprise Fund is available and, with BCC approval, will be transferred to the appropriate Capital Outlay account for procurement. Due to the award of Planning Assistance for States (PAS) grants from the US Army Corps of Engineers, as well as delays in the acquisition of land by the NW FL Water Management District, all of the funds budgeted in FY2013 for Account 4120-563309 (Future Water Supply) will not be expended and funds for the purchase can be transferred to Capital Outlay account 4101-564302 (Physical Environment). OPTIONS: Approve or Deny RECOMMENDATIONS: OCWS staff request BCC approval to authorize County staff to advertise, accept bids and transfer funds for the purchase of a new Derrick/Boom Truck. The HOA is requesting the Board of County Commissioners accept the attached Special Warranty Deed. BACKGROUND: The Board of County Commissioners accepted Wren Way into the County's permanent maintenance system at their January 17, 2012 meeting by majority vote. It was noted that this roadway presented a unique set of circumstances that would lend itself to approval even though the right-of-way is less than that which is required under the Land Development Code. The Magnolia Forest HOA, through their legal representative, has prepared a Special Warranty Deed granting the Board ownership of the real property identified as "Wren Way," a singular roadway with boundaries and dimensions as depicted on the recorded plat of Magnolia Forest at Bluewater Bay Subdivision, said plat being recorded on May 21, 1996, in Plat Book 16, Page 43 of the public records of Okaloosa County, Florida. Subject to the condition that the real property conveyed shall be used as a public roadway which is maintained and repaired for the public use by Grantee (Okaloosa County a political subdivision of the State of Florida). OPTIONS: Approve/Disapprove acceptance of the Special Warranty Deed for Wren Way and recording of the same. RECOMMENDATIONS: Approve the acceptance of the Special Warranty Deed for Wren Way and recording of the same.
