BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 6, 2015 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: 2015 FTA Certifications and Assurances DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: The Department of Growth Management requests that the Board authorize the Chairman and County Attorney to sign the Federal Fiscal Year 2015 FTA Certifications and Assurances. It also requests approval for the Contracts and Grants staff’s use of an electronic PIN number certifying the Chairman’s signature to submit the Certifications and Assurances electronically. In order to enter and maintain data in the Federal Transit Administration's (FTA) Transportation Electronic Award and Management (TEAM) system, access must be specifically authorized by the Board of County Commissioners, and the Chairman must be granted access by the FTA. BACKGROUND: In order for the County to receive federal funds for public transportation, it must annually certify to the Federal Transit Administration (FTA) that it is in compliance with all the applicable regulations. The FTA has consolidated and updated the various pre-award Certifications and Assurances required for its Federal transit assistance (funding) programs for Federal fiscal year (FY) 2015. The attached Certifications and Assurances are required to be awarded Federal Transit Administration grant funding. Okaloosa County is allocated FTA 5307 and 5311 funding annually. In addition, because both the Chairman and County Administrator have changed since the last (2014) assurances were filed, it is necessary to update the designation of authority. The attached Designation of Signature Authority is presented in the format required by the FTA, as is the Transportation Electronic Award Management (TEAM) user access request form for the Chairman to sign. RECOMMENDATIONS: The Department of Growth Management recommends that: 1.) the Board of County Commissioners authorize the Chairman and Attorney to sign the Designation of Signature Authority letter and the Chairman to sign the access request form for the Transportation Electronic Award and Management (TEAM) system, and that the signed Signature Authority and access request be sent to the FTA; 2.) that the Board authorize the Chairman and County Attorney to sign the Federal Fiscal Year 2015 FTA Certifications and Assurances; 3.) approve the electronic submission of the 2015 FTA Certifications and Assurances by the Clerk's Contracts and Grants office. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
