City Council to screen and pre- interview,
would interview the two ( 2) remaining finalists on Monday February 27th and make a
recommendation to City Council for their interview at the workshop scheduled for Tuesday
the
February 28th at 5: 00 p. m. An item was placed on the City Council regular agenda for
ranking/appointment of a Finance Director.
Discussion:
Wm.
On Sunday, February 26th the Human Resources Director received a phone call from
Michael Rodgers who expressed his concerns with respect to finding affordable housing such that
he could move his family to the area and reside in similar housing to which he was accustomed in
Denton, TX. As a result of that discussion Mr. Rodgers withdrew his name from consideration as
the Finance Director for the City of Fort Walton Beach. As such, the pool of candidates to be
interviewed was reduced to one - Robert Gauspohl.
As planned, the Review Committee met on Monday, February 27th to begin the interviews. The
committee was updated on the status of the candidates, in particular the fact that Mr.Rodgers had
withdrawn from consideration. The committee members did express some concern with the
of
pending situation as it was generally felt that Mr. Gauspohl did not have the same level
as the other applicants who were invited for an interview. In any event, Mr. Gauspohl
experience
was interviewed by the committee. Following the interview, it was the consensus of the members
of the committee that Mr. Gauspohl was not the ideal candidate for this important position and it
would be in the best interests of the City for the committee to make the following
recommendation to City Council:
The committee did not endorse Mr. Gauspohl as a candidate and recommends that City Council
not interview him for this position. This is primarily due to his limited experience and lack of
critical skills to
unique entities. In addition, as Mr. Gauspohl was the only candidate
municipal

The committee also recommended that City Council consider
including a salary range in the job
announcement. The committee recommends
adding language to the job announcement that
would include a " salary range of $ 78, 000 to $ 88, 000 ( DOQ),
plus benefits with relocation
expenses negotiable." A copy of the proposed job announcement is attached for review and
consideration by City Council. As well, a revised recruitment schedule is attached to
identify
staffs recommendation to proceed from this point. To support the
salary range suggested, I have
attached a 2005 state survey of similar sized jurisdictions which has an
average salary of $83, 558.
The Human Resources Director contacted Mr. Gauspohl and advised him of the committee' s
recommendation and invited him to the workshop and/or City Council if he chooses to meeting
do so. I advised him that the Review Committee was
appointed by the City Council and the
ultimate decision to interview him is theirs to make. He stated that he understood.
Conclusion/Recom endation:
Staff respectfully recommends City Council concur with the recommendations of the Review
Committee and approve the following:
1) Authorize staff to re- advertise for the posItIon of Finance Director and post job
announcements in the publications and websites identified in the Recruitment Schedule.
2) Approve the amended job announcement which includes a salary range of $78, 000 to
88, 000 ( DOQ), plus benefits with relocation expenses negotiable.
3) Approve the revised Recruitment Schedule.
