From: Robert W. Gauspohl, Senior Auditor
To: James H. Sanregret, Deputy Commissioner
Subj: Office of Audits
I. Based on your outline of the future and assuming the best case time line, the
internal audit organization I envision would:
Have two managers reporting to the Director:
One manager would be in charge of audits and would do the normal duties
expected of an audit manager. He/ She would have two supervisors and these
supervisors would have about seven auditors working for them. Reviews would
have faster turnarounds because the auditors working for us would be better
trained. Professional certification would be emphasized to build a more
professional staff.
The second manager would be in charge of TraininglResearch. He/ She would be
responsible for helping the auditor in the field with technical questions, research
setting up audit programs in conjunction with the audit
areas to audit in the future,
manager and Director and keeping the internal audit function in compliance with
GAAS, GAGAS, Directives and OMB Circulars. This manager would have two
researchers, the supervisor of Compliance and Review and the office
manager/personnel manager reporting to him/her. The supervisor of Compliance
and Review would have two auditors working for him/her. The receptionist would
be shared with the Office of Investigative Service.
This organization would work because the funds saved by reducing the number of
positions could be used to increase salaries of every remaining position. The
entry- level junior auditor could then be paid the equivalent of what an auditor
would draw as a salary. Certification, such as obtaining a Certified Internal
Auditor designation, would result in a 5. 0% salary supplement plus allow the
CPA
person, if they met certain requirements, to advance to the next position. A
or CFE would enable a person to obtain a 7% salary supplement. Informal lines of
communication would go from the training/research manager to the audit manager
and his supervisors.
