Agenda Item Number:
CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: February 21, 2006
TO: Joyce Shanahan, City Manager
FROM: Mark Wiltsie, Director of Human Resources
SUBJECT: Selection and Appointment of a Finance Director
Baclmround:
F or the past several months, staff has been in the process of developing and executing a
recruitment plan to assist City Council in the selection of the Charter Officer position of
Finance Director. This process included the appointment of a Review Committee to
screen applications, pre- interview candidates, and conduct background investigations
on
the finalists. As will recall the members of the Review Committee consisted of City
you
Councilman Mike Holmes; Joyce Shanahan, City Manager; Mark Wiltsie, Director of
Human Resources; Dominick Fiorentino, MIS Director; Steve Jay, Partner, O' Sullivan
Creel, LLC; and Gary Stanford, Okaloosa County Finance Officer.
Discussion:
Following the deadline for submission of applications ( January 6, 2006), the Review
Committee met to prepare a list of candidates for pre- interview and screening for City
Council consideration. The committee identified the following candidates to continue in
the process.
Robert P. Corabi
Robert W. Gauspohl
Wm. Michael Rodgers
Lisa L.Rolan
The above list of candidates was reviewed and approved by City Council at their January
24, 2006 regular meeting. Following that meeting, staff contacted the candidates and
advised them were fmalists and that they would be interviewed by the review
they
committee on February 27, 2006 and subsequently be interviewed by City Council on
for
February 28, 2006 at the scheduled workshop, and later that evening considered
at the City Council regular meeting. Each candidate was asked to provide

credit report,
budget and/or audit he/ she had been involved in, a writing sample, a recent
and a list of recent continuing educ'ation courses/ seminars completed.
Since the time staff requested this information two ( 2) of the candidates have withdrawn
from consideration. They are Robert P. Corabi and Lisa L.Rolan. As a result the two ( 2)
remaining finalist include:
Robert W. Gauspohl
Wm. Michael Rodgers
In view of the above, staff recommends City Council interview the finalists at their
February 28th workshop scheduled for 5: 00 p.m. in the City Council Chambers. Staffhas
attached to this report copies of their applications, writing samples, background reference
checks, and a list of their continuing education courses/ seminars. Due to the voluminous
nature of the budgets and or audits that were submitted by the candidates, copies of these
have been placed in the City Clerk' s office for review by City Council members. Due to
the confidential information contained in their credit reports, a copy of these documents
is available in Human Resources if the City Council wishes to review them. Staff
conducted a criminal background check on the fmalists which revealed no criminal
activity. In addition, the individual ratin~ sheets prepared by the review committee
as a
result of their interviews on February 27 will be provided to City Council prior to their
interviews on February 28th.
Conclusion:
In conclusion, staff recommends City Council interview the two ( 2) finalists for Finance
Director at theirFebruary 28th City Council workshop. An item will be placed on the City
Council regular meeting agenda providing for the appointment of a candidate for this
Charter Officer position.
Respectfully Submitted,
Mark Wiltsie
