HUMAN RESOURCES - FINANCE, ADMINISTRATION & COMPLIANCE MANAGER FOR TOURIST DEVELOPMENT DEPARTMENT Mrs. Kay Godwin, Human Resources (HR) Director, requested Board direction on adding one new position-Finance, Administration & Compliance Officer—in the Tourist Development Department (TDD). The purpose of adding the position is to provide a high level of oversight. Mr. Parisot stated he sent an email to HR recommending some changes in the job description. (This email was not provided to the Clerk’s Office.) Mrs. Godwin stated the fourth paragraph on the second page reads: “Oversees the production of periodic financial reports for use by the Director, as well as for review by the Tourist Development Council.” Mr. Parisot recommended adding “and Board of County Commissioners” to that sentence. She said the sixth paragraph on page 2 reads: “Maintains overall responsibilities for revenues and expenses, Accounts Payable and Accounts Receivable, particularly with respect to operations at the Emerald Coast Convention Center (ECCC).” Mr. Parisot recommended adding phrase “responsible to director.” Mrs. Godwin felt these were good amendments. Mr. Windes made motion, seconded by Mr. Boyles, to approve the new position and job description. 5 yeas. Ms. Charlene Greenwald asked if adding this position is in compliance with the audit and is the Board being directed to create the position. Mr. Amunds replied, “no.” Ms. Greenwald said this appears to be a knee-jerk reaction and she feels it is a waste of money. She said if everyone would do their jobs in an appropriate manner there would be no need for an internal compliance officer. Mr, Boyles seconded that comment and said “I£ everyone would only do their jobs.” HUMAN RESOURCES —- RESTORE ACT COORDINATOR Mrs. Godwin requested approval to add a RESTORE Act Coordinator position. The RFP and job description have been submitted for review. The feedback from Mr. Parisot on paragraph 1 was to change “RESTORE Act Committee” to “RESTORE Act Advisory February 19, 2013 -28- Minute Book 68, Page Okaloosa County Board of County Commissioners Committee” and add consulting firms, county administrator and county staff. He also recommended that in paragraph 5 which reads “Serves as Okaloosa County’s single point of contact on matters related to the RESTORE Act and the county’s multiyear plan” be changed to “serve as staff point of contact.” Mr. Harris questioned going forward with filling this position before any monies are distributed. Mr. Curry responded we are moving forward to have a five-year plan developed by late summer. He said it is Board direction to go forward with the position or firm to coincide with the RESTORE Act Advisory Committee. Upon inquiry by Mr. Harris, Mr. Curry said the funds for this position will be taken from the General Fund with hopes they will be reimbursed. Mr. Amunds asked when the plan has to be in place and Mr. Curry replied there is no date requirement. Mr. Parisot stated the five-year plan must be approved before any dollars are distributed. Mr. Curry said we are several months away from filling the position. Mr. Amunds said the RESTORE Act rules are changing and there is still no timeframe to put this in place. Mr. Curry remarked it is a hard judgment call and we are still waiting for rules to be issued by the U.S. Treasury. Mr. Parisot reiterated the multi- year plan must be approved by the U.S. Treasury. He said they are attempting to address the mechanics and the plan together. Mr. Parisot felt the county was in good shape time wise, saying they are not moving fast at the federal level on developing the rules. Mr. Curry stated staff will be back next meeting with a RFP for the consulting firm. He said the Board could wait on this item and pull the trigger on both at the same time. Mr. Windes commented the Board has stated it is interested in both the consulting firm and RESTORE Act Coordinator and should be all in on it. He felt it would be two or three months before anyone would be hired. Mr. Harris repeated that he does not want this to be a knee jerk reaction. Mr. Parisot made motion, seconded by Mr. Harris, to approve a RESTORE Act Coordinator and to approve the changes proposed by Mr. Parisot in the job description. 5 yeas. OLD BUSINESS - RESOLUTION ESTABLISHING RESTORE ACT ADVISORY COMMITTEE Mr. Harris expressed concern about representation from North County and South County regarding Chamber of Commerce appointees and League of Cities appointees. Mr. Parisot replied that was addressed after Mr. Harris left the last meeting. The Board learned the League of Cities had already made its appointment recommendations and felt the Chamber representatives should come from the other major cities in the area. Mr. Amunds said his concerns are the same as voiced previously. He still believes the recommended appointments should be named from groups. However, Mr. Amunds stated Mr. Boyles feels that would be a difficult thing to do because a group may not be able to come up with a recommendation. An extended discussion ensued regarding the method of selection for various committee positions. It was decided to take multiple steps in approving the committee composition. Mr. Parisot made motion, seconded by Mr. Boyles, to approve the list of 11 advisory committee positions as identified in Section 4 of the proposed resolution. 5 yeas. Mr. Parisot made motion, seconded by Mr. Harris, for the education community position to be selected by the Okaloosa County School Board. Mr. Harris then withdrew his second. Mr. Boyles said the motion is to change from open application to a recommended position. Motion dies for lack of second. Mr. Amunds suggested taking the composition piecemeal and asked if there is a motion for positions 1 through 4. Mr. Boyles made motion, seconded by Mr. Windes, to approve positions 1-4. 5 yeas. Mr. Parisot made motion, seconded by Mr. Boyles, for Positions 7 through 11 to be filled by open application. 5 yeas. Mr. Boyles referred to the conflict of interest clause and said it should be a manageable clause and mirror the requirements for the Board of County Commissioners. He said the committee member could abstain from voting. Mr. Boyles emphasized this clause should be crystal clear. Mr. Parisot referred to Section 11 Rules of Procedure and said the rules should be approved by the Board of County Commissioners. Mr. Boyles asked what the BCC’s rules are and if there any procedures have been adopted. Mr. Dowd replied the procedures outlined in Section 11 are basically what the Board uses. Mr. Boyles felt the Advisory Committee should use those same procedures. Mr. Parisot referred to Section 13 Agenda and said there must be public comment. He referenced Section 14 Minutes and stated the chairman of the committee should sign the minutes. Mr. Harris commented that he is happy with what is already written. Mr. Parisot reiterated that he wants the chairman of the committee to sign the minutes. When asked by Mr. Amunds, no one had any opposition to this recommendation. Mr. Boyles recommended no action on the resolution tonight but have a clean copy submitted for review at the next meeting. Mr. Curry said that can be done. Mr. Mike Anderson, Fort Walton
