RE: Budget Adoption for FY 2007- 08
DATE: September 13, 2007
Backmound
In compliance with City Charter Section 17, the City
Manager is to prepare and submit to Council the
annual budget identifying expenditures and revenues in sufficient amounts to cover all
appropriations.
Discussion
The City Manager' s proposed FY 2007- 08 budget, prepared at a millage rate of 4. 1986, was
presented to
Council at budget meetings on August 8, 9, & 13, 2007. The proposed comprehensive
budget ( i.e. all
funds) for FY 2007- 08 totals $ 36, 610, 668, which is $ 1, 023,486 or 2. 7% less than the adopted FY 2006- 07
budget. The proposed General Fund budget for FY 2007- 08 is $ 19, 500, 029, which is $ 117,669 or 0. 6%
less than the adopted FY 2006- 07 budget. The General Fund
budget as prepared includes a $ 520, 658
appropriation from undesignated fund balance to bridge the gap between revenues and expenditures.
Although it is not prudent to use reserves to fund ongoing operational expenses, in light of the pending
alternative service delivery study results staff did not reduce service levels ( other than
capital
improvements) so as not to take actions that may possibly run counter to the study findings. Staff
anticipates implementing the study' s recommendations by January 1, 2008 and amending the FY 2007-
08 budget accordingly to eliminate the use of reserves for operations.
No changes were made to the budget during the September 5, 2007 budget hearing. At that time, a
preliminary list ofprojects and encumbrances ( open purchase orders) identified for carryover was
included. These amounts will be updated and changes reflected in the
budget ordinance, as amended,
and to be distributed on September 19. Carryovers are projects and/ or
open purchase orders that are
anticipated to be incomplete as of September 30, 2007 and are proposed to be continued and made part
of the FY 2007- 08 appropriations. These projects were authorized, budgeted, and appropriated by
Council in a prior fiscal year and are carried forward and funded with the
corresponding
