BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: June 17, 2014
TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: New OC Admin Building - 50% Drawings Presentation
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: (FM) Requests BCC Direction Regarding the Scope and Design of
the Proposed Okaloosa County Administration Building to be built at the former Shalimar Annex
site in Shalimar.
BACKGROUND: The Design-Build contractor has continued to refine the preliminary building
design to produce a final design scheme around which final construction drawings for the new
Okaloosa County Administration Building will be developed. To assist in defining the overall
project scope, representatives of the Design-Build group will present the current 50% drawings
for the Board's direction.
The 50% drawings represent the proposed final iteration of the building design and interior
layout. After the presentation, the Board will be asked for its approval of the presented scheme.
Once approved, the technical details will be added to meet the user groups' and regulatory
agency's requirements. When all the details are added to the 50% drawings, the design phase of
the project is complete.
It's important to note that it's very important for the Board to approve the plans now. Any delay
may cause the project to miss its completion deadline and Uptown Station leases may not be
vacated on time.
RECOMMENDATIONS: (FM) Requests BCC approval of the presented 50% plans for the
proposed Okaloosa County Administration Building and authorize the plans to continue to be
developed to 100%.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: June 17, 2014
TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: OC Admin Building - Change Order for Demolition
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: (FM) Requests BCC approval of a Change Order to the D-B contract
with Lord & Son on the Okaloosa County Administration Building to add the Demolition of the
buildings to be razed.
BACKGROUND: With the asbestos abatement of the buildings to be razed at the former
Shalimar annex property being completed, the front five buildings must be demolished to make
room for the new building. The demolition work has been bid out by the D-B contractor and the
total cost to demolish the buildings and properly dispose of the waste is $178,784.69. This cost
is significantly lower than the pre-design budget estimate for this element of the project.
To avoid any delay in the start of construction on the new building, the demolition activities at
the site must begin right away. Any delay in acting on this Change Order may result in the new
building not being ready for occupancy prior to the expiration of the current leases at Uptown
Station.
RECOMMENDATIONS: Requests BCC approval of a Change Order in the amount of
$178,784.69 to the D-B Contract with Lord & Son on the Okaloosa County Administration
Building to add the Demolition of the buildings to be razed.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: June 17, 2014
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Submerged Lands Lease Annual Wet Slip Report and Gross Income
Reporting for the Pier
DEPARTMENT: Public Works
BCC DISTRICT: 2
STATEMENT OF ISSUE: Submittal of the Annual Wet Slip Revenue Report and Gross
Income Reporting Form for FY13/14. This requirement was implemented in the Island Pier lease
renewal in May of 2006. This is in addition to the annual lease fee.
BACKGROUND and ANALYSIS: Staff requested and received information from the
Okaloosa Island Pier’s lessee of the income received from the use of the Pier facility from May
2013 thru April 2014. This information is reported as indirect income, and Lease fees received
by the county from the lessee are reported as direct income. Income is defined in Chapter 18-
21.003, Florida Administrative Code, as the gross revenue derived directly or indirectly from the
use of state-owned submerged lands. However, gross revenue shall not include pass-through fees
such as utility fees, sale of the facility or sales of products not occurring on sovereignty
submerged lands.
The Florida Department of Environmental Protection has clarified that only fees received by the
County from the monthly lease and fees collected by the Lessee that are associated with fishing
from and walking on the Pier are to be reported.
Submittal of the Gross Income Reporting Form requires execution of a Certification. After
submittal of the Gross Income Reporting Form, a supplemental invoice for additional fees will
be received from the Department of Environmental Protection.
OPTIONS: Approve/disapprove
RECOMMENDATIONS: Request authorization for the Chairman to execute the 2013/2014
Gross Reporting Form Certification for income derived from the Okaloosa Island Pier.
