15 lost, because we're talking about cleaning bathrooms and 16 the county -- 17 CHAIRMAN PETERSON: Well, in order to -- in order 18 for us to -- right, but in order for us to make the 19 decision on this, which is in the budget, with two 20 different entities, you know, I think this was relevant. 21 MS. HOSHIHARA: If I can summarize. 22 If the county public works groups continued to 23 clean the actual beaches, then the savings for the beach 24 bathroom cleanup compared to what Horizons had submitted 25 would be a $70,000 difference. If the county decides Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com 82 1 that it's going contract out the beach cleaning services 2 and the county actually continues to clean the beach 3 bathrooms, then you're -- there's still a savings of 4 about $34,000. 5 So worst case scenario, there's still a $34,000 6 savings that the county public works crews are cleaning 7 the bathrooms. If it stands as is it does today, where 8 public works is also cleaning the beaches, then the 9 county will see a savings as high as $70,000 a year. 10 MR. WINDES: You're right. It's a win. 11 VICE-CHAIRMAN RICE: So, Mr. Chairman, we are being 12 asked to approve 89,000? What is -- you know, Ed, what 13 did you recommend? 14 MR. SCHROEDER: Yes, sir. The current budget has 15 an $89,000 fee, which maintains the status quo. 16 If you chose to vote on this today, whichever way 17 you voted, we would then quickly change our budget to 18 reflect that figure. But as it's built right now, it's 19 89,000. It would either reflect -- if you voted to go 20 with the county, it would reflect 72; if you voted to go 21 with Horizons it would reflect about 139,000. 22 MR. GUIDRY: Or we can stay status quo at 89. 23 MR. SCHROEDER: Yes, you have that option. 24 VICE-CHAIRMAN RICE: And let the two groups meet. 25 Joe; that's what you're recommending? Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com 83 1 MR. SCHROEDER: Well, for today. 2 MR. GUIDRY: For today. 3 MR. SCHROEDER: I don't know how Horizons can get 4 down to that number. But he asked for a chance, and I 5 told him I would pass his request on to the council. 6 VICE-CHAIRMAN RICE: Mr. Chairman, I'd like to make 7 a motion to let them adopt this budget number. 8 MR. GUIDRY: Yep. 9 VICE-CHAIRMAN RICE: And let them at least talk. 10 MR. GUIDRY: That's the tweaking process you were 11 talking about; let them talk. Meantime, we're status 12 quo; is that right? 13 CHAIRMAN PETERSON: But by voting for the status 14 quo, we are not voting to keep it status quo? 15 MR. GUIDRY: No. 16 MS. DUNWORTH: I guess it's status quo because 17 staff did not know how to change it. We were looking for 18 direction from the TDC, I believe. 19 MR. SCHROEDER: Right. We -- 20 MS. DUNWORTH: -- status quo. We didn't know what 21 to do. 22 MR. SCHROEDER: Our plan -- our plan was to come 23 here today and ask you to make a decision. But just out 24 of respect, we gave a heads-up call to Horizons to let 25 them know this was going to come before you. And I Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com 84 1 didn't want him to be surprised. I didn't want him to 2 hear about it either in the audience or in the newspaper. 3 MR. GOSSOM: So we're going to ask to vote on a 4 number, the number 89. Is that what we're asked to vote 5 on? 6 MR. GUIDRY: If he comes back and says he can do it 7 for 89; correct? 8 CHAIRMAN PETERSON: No. He's already said he can 9 do it -- well, he did last year 89. 10 MS. JOYCE: That was not -- 11 MR. SCHROEDER: -- a portion. 12 CHAIRMAN PETERSON: A portion. 13 MR. GOSSOM: A portion. 14 MR. GUIDRY: Yeah, that's five days. 89 for five 15 days. 16 MR. SCHROEDER: Uh-huh. 17 CHAIRMAN PETERSON: I mean, we're creating a 18 monster. 19 MS. JOYCE: Either way, we need to have one company 20 do it seven days a week; either the county or Horizons, 21 but -- that's my opinion. 22 But -- so this point you're just asking us to vote 23 to keep it status quo, give Horizons a chance to go back, 24 see if they can bid it to equal what the County's offered 25 for seven days a week? Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com 85 1 CHAIRMAN PETERSON: Any other comments? And I 2 haven't heard a second on Tom's motion. 3 MR. GOSSOM: What is Tom's motion? I'm sorry. 4 MR. SCHROEDER: Two weeks. 5 VICE-CHAIRMAN RICE: Adopt the 89,000 as status 6 quo, and let them talk. 7 MR. GUIDRY: I'll second that. 8 VICE-CHAIRMAN RICE: I'll go ahead and recommend 9 it. 10 MR. RIGDON: Call to question. 11 MR. GUIDRY: Call to question. 12 CHAIRMAN PETERSON: I'm going to break this a 13 minute, Mr. Patrick. 14 MR. PATRICK: Mr. Chairman, I would recommend, if 15 Mr. Woodall -- this is the first I've heard of this -- 16 but if he's asking -- if he wants some information from 17 our parks department, I think that's appropriate. And 18 we'd certainly -- I'll instruct them to provide that, to 19 make sure that we are comparing apples to apples so that 20 -- that wouldn't be a problem at all in our part. 21 CHAIRMAN PETERSON: Okay. That's very good. Thank 22 you. 23 MR. DIXON: Today -- 24 CHAIRMAN PETERSON: You know, and I'm going to say 25 this, is, you know, if you have a complaint about a dirty Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com 86 1 bathroom is, they're kind of like elevators. You know, I 2 mean you can clean it twice a day, but the very first 3 person that goes in after it got cleaned, and it's got 4 sand all over it, the rest everybody's going back, 5 saying, you never cleaned your elevator. 6 MR. GUIDRY: Yeah. 7 CHAIRMAN PETERSON: So that's just going to be 8 normal operations. 9 MR. GUIDRY: Call to question. 10 CHAIRMAN PETERSON: Okay. All those in favor, aye. 11 (Ayes) 12 CHAIRMAN PETERSON: Anyone opposed? 13 Okay, motion heard. 14 MR. SCHROEDER: Thank you, Mr. Chairman. 15 Next issue is with the film commission. They 16 brought to you a budget for $146,400, which included an 17 enhanced travel package, as well as a salary increase. 18 Or a compensation increase, not so much a salary. A 19 compensation increase. 20 The compensation increase is not -- is not part of 21 our budget for any of our staff within the county. We 22 have not requested a budget increase for compensation. I 23 didn't feel it was appropriate to offer one to the 24 commissioner. So the number you see in that paragraph 25 for film commission of 93,400 would be the -- would be Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com 87 1 the budget for the entire film commission, keeping the 2 compensation where it is this year. 3 That is a -- just about a $30,000 increase from 4 last year's budget. 5 MR. GOSSOM: Can you designate what the additional 6 30,000 before? 7 MR. SCHROEDER: Yes, sir. It's for Gail to be able 8 to go to several more shows, and to enjoy association 9 membership for some of those shows. I -- sitting right 10 before you, I can't tell you which ones they are. But 11 one -- I think one is in LA, and maybe Sundance is the 12 other one. 13 MR. GOSSOM: Okay. 14 VICE-CHAIRMAN RICE: Mr. Chairman, can I ask -- 15 Ed, in the -- in the system, she is your contractor? She 16 works for you as a contractor? 17 MR. SCHROEDER: Yes, sir. She's not an employee. 18 She is a contractor. 19 CHAIRMAN PETERSON: Okay. Ed, is there any action 20 on this? 21 MR. SCHROEDER: No. I'm just informing you because 22 the number you'll see in the budget is 93,400 for that. 23 CHAIRMAN PETERSON: So these are issues that are 24 undoing things we did in our budget meeting. 25 MR. GUIDRY: Yeah. Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com 88 1 CHAIRMAN PETERSON: That's what it is. The staff 2 went back, and looked at these, and realized that we're 3 very, very, very tight on the budget. And, you know, 4 I've got other thoughts even beyond that. But these were 5 issues that staff, you know, where we're really started 6 having to whittle away, like a good business. 7 You know, these are things that are coming back to 8 us that we've already approved. So this way we know -- 9 MR. GUIDRY: And that -- that's good. I would just 10 ask the question, Thom, how do you feel about this thing? 11 And is there anything that you can do in your travels to 12 promote the film commission? I don't know if you have 13 any relationship with the film commission, I mean, but 14 you're certainly in the business, and -- 15 MR. GOSSOM: I think a couple things. One, I think 16 -- and I am perfectly willing to be involved, 17 particularly with some of the location shows and things 18 such as that. I've been doing this for a while, and so 19 definitely could be of some assistance there. 20 In terms of the -- what was the salary? What was 21 the contract amount? 38,000-something. 22 MR. SCHROEDER: (Nodding head affirmatively). 23 MR. GOSSOM: I guess my comment on that would be, 24 is that an apples-to-apples comparison, if county 25 employees aren't getting the increase? County employees, Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com 89 1 I assume, have benefits and so on and forth; as a 2 contract person, that's your full compensation. 3 In this business, in my opinion, that's a 4 relatively low compensation. But those would be my 5 thoughts on it. I certainly agree with raising a number 6 so that you can -- it's -- it's much like advertising. 7 It's much like everything else. You've got to be there, 8 got to be in front of them, got to talk to
