Yeah, and the fact that we have a
20 DEP grant to partner with us 50/50, can't pass that up.
21 CHAIRMAN PETERSON: And this will be done in
22 November; right? Whenever we have the least -- not July.
23 MR. TRIFILIO: Yeah. Well, the one good thing
24 about this is these are -- these accessways are --
25 they're accessible really only by bicycle, or by walking.

1 There's no parking lots associated with these that we're
2 talking about. The next item is a different matter.
3 MR. GUIDRY: Just, where are they?
4 MR. TRIFILIO: So these --
5 MR. GUIDRY: Where are they?
6 MR. TRIFILIO: They're pretty much throughout all
7 of the island, from all the way down from your El
8 Matador, up to Accessway 1.
9 MR. GUIDRY: How many are there?
10 MR. TRIFILIO: We're looking at six. We haven't
11 decided a hundred percent yet we're going to do all six,
12 because there's some issues with people that have done
13 landscaping that apparently is in county right-of-way, so
14 there's some issues that we're going to have to work
15 around.
16 So we haven't done the fieldwork yet to be able to
17 answer that question. But six is what we're looking at.
18 CHAIRMAN PETERSON: Kelly?
19 MR. WINDES: Before we vote, one thing I like about
20 this project, Jim, is ever since I've been on this
21 committee, when I'm out on the streets, I hear, let's do
22 something with TDC dollars that's more tangible,
23 something we can hold in our hand. This is in that
24 nature.
25 And I think the public and the citizens are going

75
1 to appreciate this kind of a project -- not taking away
2 from all this important advertising, but this is a
3 different animal. So I think they'll be appreciative of
4 it.
5 MR. GUIDRY: Yeah. Product improvement.
6 CHAIRMAN PETERSON: Any other comments?
7 All those in favor say aye.
8 (Ayes)
9 CHAIRMAN PETERSON: Anyone opposed say nay.
10 All right, motion carries.
11 MR. TRIFILIO: If I can skip to item D. This also
12 was before the council quite aways back. These are the
13 three accessways on Okaloosa Island that currently do
14 not --
15 MR. SCHROEDER: Jim?
16 MR. TRIFILIO: -- have bathrooms --
17 MR. SCHROEDER: Jim?
18 MR. TRIFILIO: -- other than port-a-potties. I'm
19 sorry.
20 MR. SCHROEDER: This is on page 197.
21 MR. GUIDRY: Okay.
22 MR. TRIFILIO: These are unimproved accessways.
23 They're basically just parking lots right now.
24 They've been that way for -- well, as long as I've
25 been here, 2005. So it's about time we dress those up a

1 little bit, and provided the amenities that are offered
2 by the other improved accessways on Okaloosa Island.
3 And what we're looking at is the task order with
4 Genesis -- and, again, Lynn, I'll ask, not sure if the
5 council needs to approve this, or it's for information
6 only -- but this is a task order for a company, Genesis,
7 that we have on contract that will do the upfront design
8 work again for all three of these accessways. So they'll
9 be looking at designing the buildings, the parking lot,
10 and the stormwater treatment. This is again the upfront
11 for that.
12 MS. HOSHIHARA: And this was an informational item,
13 so no motion is required.
14 CHAIRMAN PETERSON: Okay.
15 MR. TRIFILIO: And that's all I've got. Who's got
16 questions?
17 MR. DIXON: This 109,000, is this only for
18 engineering and --
19 MR. TRIFILIO: Construction drawings, surveying --
20 MR. DIXON: So it has nothing to do with any
21 construction?
22 MR. TRIFILIO: No construction. No, that will be a
23 separate item that goes out to bid at some point.
24 MR. DIXON: Okay. Very good.
25 CHAIRMAN PETERSON: Thank you, Jim. We appreciate

1 it.
2 MR. TRIFILIO: You bet.
3 CHAIRMAN PETERSON: All right. Moving right along.
4 Let's go, then, I guess, at this point to the budget
5 proposal.
6 MR. SCHROEDER: Yes, sir. Mr. Chairman, if I could
7 get the council to turn to page 175. It should be where
8 the yellow Post-it note is on your --
9 CHAIRMAN PETERSON: Okay.
10 MR. SCHROEDER: -- enclosures.
11 This is your proposed budget for 2015. And there
12 are four items here that I wanted to bring out separately
13 and talk about first, because it -- well, let's just get
14 started.
15 At the May 8th budget meeting you heard from
16 several outside agencies, and several requested
17 additional funding. And it was the intention of the
18 council that we grant that additional funding. Once we
19 got into doing the budget, I mean, we're going to pro --
20 we're going to submit a balanced budget.
21 To submit a balanced budget with the emphasis on
22 the priorities that we all had agreed upon, those
23 increased to these outside agencies were not affordable.
24 And so, we are proposing -- well, I'll just take each one
25 of these four and explain what our position on them is.

1 On Horizons Beach Park restroom cleaning, they're
2 -- it was agreed that we should have one entity rather
3 than two to do the park cleanings. The current -- the
4 status quo involves two entities. We received estimates
5 of work from both the County Parks Department, as well as
6 from Horizons. The county can do it -- can provide the
7 entire service for $72,000 versus the bid from Horizons
8 of $139,000.
9 I called and spoke with L.A. Woodall to explain to
10 him, this would be coming before you. And he made a
11 request, and it is within our ability to grant this
12 request if you would like.
13 His request is based on, he doesn't believe we're
14 comparing apples to apples. So he would like a chance to
15 meet with the parks department and discuss proposals, and
16 make sure that he has fashioned a proposal based on the
17 same services that the county has. I told him I -- I
18 didn't particularly want to set that up, but if he wants
19 to call parks, and they're willing to share this
20 information that's fine, you could do that, if the TDC
21 will allow that.
22 And to allow that, what you'd have to do, is rather
23 than make a decision on which group you'd like to go with
24 now, you forego that, and allow us to go with our current
25 budget submission, which actually doesn't pick either one

79
1 of those two. Our current budget submission maintains
2 the status quo.
3 So you'll see at the very end of that paragraph
4 89,000. That's what we put in the budget. So we can go
5 forth, and begin the budget process with the county
6 administrator, using that figure, and at the same time
7 give Horizons a chance to ensure that their bid -- if you
8 want to call it that -- their bid matches the same
9 services that the county does.
10 I think that's a fair request, and I would
11 recommend to you that -- unless there's another reason --
12 that you grant that request.
13 CHAIRMAN PETERSON: Charlotte, you and I talked
14 about that the difference, total difference, if we did --
15 with the county doing it all, was how much? Do you
16 remember? I know we had that conversation.
17 MS. DUNWORTH: Well, I think it's difficult to say
18 at this point, only because we have the factor of the
19 beach cleaning element as well. So the county, if
20 they're going to continue to perform the beach cleaning,
21 they would be able to assume the beach park restroom
22 cleaning for approximately 72,000.
23 But if public works discontinues cleaning the
24 beaches, then the restroom cleaning would increase to
25 approximately $104,000. So I guess it would appear if it

80
1 is apples to apples at this point, that the county comes
2 in about $34,000 less than Horizons.
3 MR. GUIDRY: Where are we on the beach cleaning,
4 Lynn?
5 MS. HOSHIHARA: The county's public works crews are
6 currently cleaning the beaches.
7 MR. GUIDRY: Right. I think theres was a court
8 case that was pending.
9 MS. HOSHIHARA: Yes -- oh, that's been resolved.
10 MR. GUIDRY: That has been totally resolved?
11 MS. HOSHIHARA: Yes, and the county's.
12 MR. GUIDRY: Okay. So it is the county's position
13 that the parks department is going to clean it from now
14 on?
15 MR. WINDES: Well, until further notice we're
16 planning on it. We're gearing up to do it. John
17 Holstead, I think, is doing a good job from the reports
18 I'm getting from his department.
19 MR. GUIDRY: Okay. Well, they weren't good this
20 weekend.
21 MR. WINDES: I got your e-mail, but just generally
22 speaking.
23 MR. GUIDRY: And I've heard a lot of good things,
24 too. You know, I don't --
25 MR. RIGDON: This is a no-brainer. You're going to
Destin Reporting & Technology Group (850) 837-5078

81
1 save money. You know, I cleaned beaches for four years
2 and this is a good deal. You want to discuss cleaning
3 beaches and some contractor, he don't like the county
4 doing it, but he's going to cost more money. Let's go
5 with the county. You can't beat what we get down on the
6 beach.
7 MR. GUIDRY: And I'm fine with going with the
8 county, I just want to make sure the county's actually
9 going to clean them on the weekends.
10 MR. WINDES: Well, it's just like your comment
11 about the parking plan. We've got to get started, and
12 it's a broad look at it right now. Are we going to have
13 to tweak it along the way? Probably so.
14 VICE-CHAIRMAN RICE: Mr. Chairman, I'm getting
